ANTHONY COUNCIL MINUTES October 13, 1970 The meeting was called to order by Mayor Miedtke at 8:00 o'clock P.M. in the Village High School Auditorium. The following students representing the Village High School Student Council were present at roll call : Phil Carruthers, Steve Kessel , Jan Burford, Jay Nickerson, Mark Hoagberg, Jim Voytovich. The following were present at roll call : Miedtke, Crouse, Englund, Levandowski, Emond. Absent : None Also Present : Village Attorney, Larry Vickrey Village Manager, John, R. Printon The following corrections on the minutes of the September 29, 1970 Special Meeting were noted: On page 1 toward the bottom in the motion by Councilman Crouse regarding Storm Sewer Improvement 1970-1, the phrase "and solicitation of bids" should be deleted from the motion. On page 2 in the motion by Councilman Crouse regarding working with the School Board, "direct the Village Manager to" should be inserted after "officially" in the first line of the motion. Motion by Councilman Crouse and seconded by Councilman Emond to approve the minutes of the September 29, 1970 meeting as corrected. Motion carried. The following corrections on the minutes of the September 22, 1970 meeting were noted: On page 2 in the motion by Councilman Crouse approving the request of Minnesota Fabrics, the phrase 'bf the door" should be added at the very end of the motion. On page 4 toward the bottom in the motion by Councilman Crouse regarding the donation from the United Fund, "for suburban recreation activities" should be added after "donation" in the second line. Motion by Councilman Crouse and seconded by Councilman Levandowski to approve the minutes of the September 22, 1970 meeting as corrected. Motion carried. John Remus presented the minutes of the September 28, 1970, Human Relations Advisory Committee meeting and talked briefly on the projects the Committee is working on. 1 -2- Motion 2-Motion by Councilman Emond and seconded by Councilman Englund authorizing the Human Relations Advisory Committee to begin working on a community profile booklet and to bring it back to the Council for approval . Motion carried. There was further discussion on the garbage collection ordinance. It was suggest- ed that we include the first paragraph of Section 4 on page 2 of the proposed ordinance and also in Section 6 the part identified as Item 5 on page 3. Edwina Wilk, a resident of the Village, spoke briefly on her having contacted various garbage collection companies regarding their services and garbage pick-up costs, etc. Motion by Councilman Emond and seconded by Mayor Miedtke that we approve the first reading of Ordinance 1970-15 and that it be adopted. ORDINANCE 1970-15 AN ORDINANCE PROVIDING FOR THE SAN- ITARY STORAGE AND COLLECTION OF WASTE MATTER The Village Attorney read the Ordinance 1970-15 with the suggested changes. It was suggested that another section be added specifying that this ordinance is for residential garbage collection. Motion by Councilman Crouse and seconded by Councilman Levandowski to amend the motion substituting in Section 6 the part identified as Item 1 for Item 5. Motion by Councilman Englund and seconded by Councilman Levandowski to table action on Ordinance 1970-15 indefinitely. Roll Call Voting: Crouse-No, Englund-Yes, Miedtke-No, Levandowski-Yes, Emond-No. Motion not carried. Roll call voting on motion as amended: Crouse-Yes, Englund-No, Miedtke-Yes, Levandowski-No, Emond-Yes. Motion as amended carried. Motion by Councilman Emond and seconded by Councilman Levandowski to waive the second and third readings of Ordinance 1970-14 and that it be adopted. ORDINANCE 1970-14 AN ORDINANCE PROVIDING FOR REGULATIONS AND CONTROL OF AIR POLLUTION, ADOPTING BY REFERENCE REGULATIONS OF THE MINNESOTA POLLUTION CONTROL AGENCY, IMPOSING A PENALTY FOR VIOLATION THEREOF, AND REPEAL- ING SECTION 700.01 OF THE 1968 CODE OF ORDINANCES AS AMENDED BY ORDINANCE 1969-6 AND REPEALING SECTIONS 700.02, 700.03, 700.04, AND 700.05 OF THE 1968 CODE OF ORDINANCES. -3- Motion carried. The Village Manager was directed to include a letter with the water bills to the residents of the Village, informing them that the Village now has a pollution control ordinance. Motion by Councilman Emond and seconded by Councilman Crouse to approve the request of the League of Women Voters for temporary signs at 33rd Avenue and Silver Lake Road, regarding the Candidates' Meeting and vote reminder. Motion carried. The Mayor declared a ten minute recess at 9:15 .P.M. The meeting was reconvened at 9:25 P.M. All present who answered opening roll call. The representatives from the Village High School Student Council discussed at some length with the Village Council the problems of vandalism, pollution-Silver Lake and street lighting and also the possibility of a Teen Recreation Center in the Village. Terry Hoffmann from the Jaycees reported that they are waiting for information from the Minnesota Pollution Control Agency regarding the problems of pollution on Silver Lake. Motion by Councilman Englund and seconded by Councilman Crouse authorizing the Village Manager to make application for the Federal Grant for equipment, etc. for the Public Safety Department as outlined in the application. Voting on the motion: Aye: Crouse, Miedtke, Emond, Englund Nay: Levandowski Motion carried. Motion by Councilman Emond and seconded by Mayor Miedtke authorizing the Minnea- polis Gas Company to make a 3 x 4' excavation to repair a gas main at 3317-19 Belden Drive as requested. Motion carried. Motion by Councilman Levandowski and seconded by Councilman Emond to pay the statement from Hall, Smith, Juster, Feikema and Haskvitz in the amount of $210.00 for services rendered for the last part of August and the first part of September, 1970. Motion carried. Motion by Councilman Crouse and seconded by Councilman Englund to grant the license to Dairy Queen Restaurant as requested. Motion carried. • -4- Motion by Councilman Englund and seconded by Councilman Levandowski to approve the payment of the verified claims. Motion carried. Motion by Mayor Miedtke and seconded by Councilman Crouse commending our six Student Council representatives for their participation and discussion with the Village Council and also stating that they have shown more interest than a great percentage of our residents.
