Councilman Faik wondered who carried the insurance on the building. The City MZRnager said the School District. Councl-1man Stauffer wanted the responsibility for minor and major repairs and maintenance spelled out in the lease. City Manager Dulgar reported on his review of Parkview Elementary School with `ran Schuck, consulting architect and the amount of remodeling necessary to make it suitable for occupancy by the City staff. Mr. Schuck said that he felt the staff could occupy the building with a minimal amount of charges. Additional supplementary lighting, some partitioning, changes in the heat-ing and fresh air ventilating systems in some rooms and a few minor structural alterations would be all that is necessary. The proposed design would rely on window air conditioning until the Lease lapses, then the Council could consider the merits of central air conditioning and ventilating, if the lease is renewed. Mayor Miedtke felt the existing heating and ventilating systems plus window air conditioners and fin tube heating in a few rooms would be adequate for the three year lease period. He felt if the window A.C. units in the Council Chambers were too loud, the P.A. system could be used. Both Mayor Miedtke and Councilman Sauer were interested in the prowess of talky with the St. Anthony Branch Library on using space in Parkview. 'T..'-ie • C i.ty Manager reported no new progress. Motion by Mayor Miedtke seconded by Councilman Sauer to authorize the City Manager to spend up to 201000 for remodeling Parkview; the sum to include architectural fees. They hope to propose a forty foot street wits p_:rkirg bay,, similar to Stinson Boulevard. T1ie City Manager reported that the part/paid firefighters rejected the last Col-.-1cil off'er on fill in pay. He recommended that the men be paid $2.50 per hour immediately and $3.00 on 1/1/76 and said that they would probably P..g_:-ee to it. Motion by Councilman Sauer, seconded by Councilman Haik to a.dopt the City P nager's recommendation of $2.50 per hour immediately and 53.00 per :our as of 1/1/76 for all hours of fill in worked by the part paid f ire"ightcrs. • Motion by Councilman Haik, seconded by Councilman Sauer to award the St. Anthony High School Band a commendation certificate for receiving lst place in the I�quatennial Parade and competition. ` -3- Motion carried. • The City Manager and Mayor reported on Congressman Fraser's visit to the City. The City Manager reported on the MTC's request for a prioritization of potential bus shelters in the City. Motion by Councilman Haik, seconded by Councilman Sauer to designate bus stops at Silver Lane and Silver Lake Road and at 33rd Avenue N.E. and Stinson as having highest priority for bus shelters. Motion carried. Motion by Councilman Sauer, seconded by Councilman Stauffer to adjust the DuRand sewer bill for the second through fourth quarters to $13.30• Motion carried. No action was taken on the Johnson request. The Council was reminded of the public hearing on the implementation of the development framework in fully developed areas scheduled for September 4th at 1:30 P.M. at the Metro Council Chambers. Jim Fornell reported on the Hennepin County Solid Waste Utilization proposal. The Council indicated they may want to adopt a position on the proposal in the future. The City Manager reported on the video taping of sanitary se-TTer lines, report- ing that there were a few problem areas with cracked and sunken pipes but nothing that would greatly impend the flow. Councilman Haik wondered whether the City staff had taken steps to double chec!t on bank statement reconciliations and the signing of checks. The City M--imager said it is sometimes difficult with the small staff the City has to do so, Mayor Miedtke wanted the City Manager to be sure we receive sufficient collateral to protect our Certificates of Deposit. 'Ihe Treasurer's Report on revenue sharing was filed as informational. Motion by Councilman Haik, seconded by Councilman Stauffer to direct the City Manager to send a letter to the Rice Creek Watershed District superintendent st%ting the City Council's objection to the filling of the ponds near the southeast corner of Silver Lake Road and County Rd "E" in New Brighten, citing the harm to the watershed. The City Manager informed the Council of the Ramsey County League meeting on Wednesday. Councilman Haik reported on plans for the Bicentennial-a calend,-Ar, a band, an • oral history, school projects and a community ball. 14 yor Miedtke inquired as to any interest by councilmen on serving on an Association of Metro Municipalies study committee. -` -4- Ray Sopcinski, 252+ St. Anthony Boulevard, wondered haw much the City has done • to alleviate the sanitary and storm sewer backup problem. He felt the City was not proceeding fast enough. The City Manager said that the City is televising sewer lines and has investigated backup valves,working with the City Engineer to resolve the problem. Motion by Councilman Haik, seconded by Councilman Stauffer to approve the payment of $1050.00 to George M. Hansen. Company for work performed on the annual audit. Motion carried. Motion by Councilman Sauer, seconded by Councilman Stauffer to approve the payment of $461.59 to Comstock & Davis for work performed on water project #1974-1. Motion by Mayor Miedtke, seconded by Councilman Haik to approve the payment of $1,566.00 to the League of Minnesota Municipalities for dues for 75-76. Motion carried. Motion by Councilman Sauer, seconded by Councilman Stauffer to approve the payment of $5,455.41 to Skyline Builders for reimbursement of overpayment of water and sewer bills due to installation of improper meters in Mirror Lake Manor. Motion by Mayor Miedtke, seconded by Councilman Sauer to approve the verified • claims. Motion carried.
