7 CALL TO ORDER
8 Mayor Hodson called the meeting to order at 7:00 p.m.

10 PLEDGE OF ALLEGIANCE.
11 Mayor Hodson invited the Council and audience to join him in the Pledge of Allegiance.

14 Present: Mayor Hodson; Councilmembers Horst, Sparks, Thuesen, and Faust.

22 Motion by Councilmember Sparks to approve the City Council Meeting Agenda of December 9,

31 Mayor Hodson invited residents to come forward at this time and address the Council on items

V. PUBLIC HEARINGS.
3 A. Truth in Taxation (Resolution 02-072,re: Proposed 2003 City Budgetproperty
4 taxes).

6 Mr. Mornson gave a presentation on the City's 2003 Budget. He reviewed the 2003 revenue
7 chart for expenditures and explained why the residents would see a 6% increase from the
8 General Fund Total Expenditures.

10 In reviewing the budget, Mr. Mornson stated there would be no new staff positions and the
11 changes in expenditures included a 3.25%increase in union contracts, a 12%increase in health
12 insurance, 800 MHZ Radio's/Communications, legal and prosecution fees, and renovations to
13 the park system.

15 Mr. Mornson said the City's average tax increase is about 6.5%, compared to an average
16 statewide tax increase of 15%. He stated that St. Anthony City taxes payable in 2003 is
17 $770.58.

19 Mr. Mornson discussed why taxes go up when the levy decreases. He said the taxes received by
20 the City are less than last year,the apartment taxes dropped in 2003, and class rates to
21 apartments changed from 2002 to 2003. He also discussed the tax relief for businesses and said
22 the average tax increase for them will be about 2%.
0 Mr. Mornson explained what residents get for their taxes and reviewed where $430 in taxes per
25 year is going.

27 Mayor Hodson opened the public hearing at 7:18p.m.

29 Stan Nelson of 3504 Maplewood Drive stated he has a question about the City's capital
30 equipment. Mr. Mornson stated the City has a separate capital equipment account that funds
31 things such as fire trucks and police cars.

33 Mr. Nelson asked what the parks budget consists of. Mr. Mornson responded two employees
34 and things such as fertilizer.

36 Mr. Nelson stated he was concerned about police department costs and asked how long term
37 retirement needs are funded. He also wanted to make sure there was a line item in the budget
38 regarding retirement costs. Mr. Mornson responded that these costs are included in the budget.

40 Mr. Nelson wanted to know how much of the budget was tied up in unfunded mandates.
41 Councilmember Faust stated he is part of the League of Minnesota Cities, which puts together a
42 legislative package, and unfunded mandates are always something that is discussed.

44 Mayor Hodson closed the public hearing at 7:26 p.m.
16 Motion by Councilmember Sparks to adopt Resolution 02-072, re: Proposed 2003 City Budget

Mayor Horst stated that he feels the services he gets as a resident are a good value for what is
3 paid, noting the importance of the safety of the streets and residents homes in cases of fires or
4 emergencies. He added that there would be tough questions posed to them as a Council
5 concerning cuts that might come from the Budget cuts and suggested a town informational
6 meeting. He stated that the City has a very competent Staff who manages costs and feels that
7 they would continue to do so in the future.

9 Councilmember Thuesen agreed with the Mayor and stated that the Council cares deeply for the
10 community as does Staff. He explained that decisions from the State Capital might pose some
11 difficult decisions from the Council and Staff, but stated that he feels these decisions would be
12 handled correctly.

16 VI. REPORTS FROM COMMISSIONS AND STAFF.
17 Mr. Mornson stated he had nothing to report.

20 VII. GENERAL POLICY BUSINESS OF THE COUNCIL.
21 A. Resolution 02-073, re: Planning Commission appointments.
22 Mayor Hodson stated they had three interviews for the Planning Commission appointments. He
announced that Kim Tillmann and Joel Stromgren have been appointed to three terms on the St.
Anthony Planning Commission. Mayor Hodson stated it was a difficult decision and he wanted
25 to thank all of the candidates.

27 Motion by Councilmember Horst to adopt Resolution 02-073, re: Planning Commission
28 appointments.

30 Motion carried unanimously.

32 VIII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS.
33 Mr. Mornson reported that this is the last meeting of the year and that the first meeting in 2003
34 would be on January 14.

36 Councilmember Horst reported that he attended the Community Services Board last week. He
37 said the discussions dealt with budget cuts and what will happen with adult education cuts in the
38 future. He also attended the Parks Commission meeting last week and reported there was a
39 presentation by the Three Rivers Parks regarding the Salvation Army Parks. He stated there
40 were discussions about the danger of having a warming house in left field. He believes a
41 meeting last week resolved the issue to move the warming house.

43 Councilmember Sparks had nothing to report.

Councilmember Faust indicated that the City was given a Flood Water award. He stated
flooding has been a City problem for a long time. He noted that the task force on this project
3 should be commended.

5 Mayor Hodson said he is pleased with everything going on in the City. He noted there are three
6 restaurant/bars interested in purchasing a location in the City. Mayor Hodson said there are a lot
7 of things going on and a there are great teams working on the projects.
