7 CALL TO ORDER
8 Mayor Hodson called the meeting to order at 8:00 p.m.

10 PLEDGE OF ALLEGIANCE.
11 Mayor Hodson invited the Council and audience to join him in the Pledge of Allegiance.

13 ROLL CALL.
14 Present: Mayor Hodson; Councilmembers Horst, Sparks, Thuesen, and Faust.
15 Absent: None.
16 Also Present: City Manager Mike Morrison and City Clerk Connie Kroeplin.

18 CONSIDERATION, DISCUSSION,AND POSSIBLE ACTION ON ALL OF THE FOLLOWING

21 I. APPROVAL OF NOVEMBER 4, 2003 CITY COUNCIL MEETING AGENDA.
22 Motion by Councilmember Thuesen, seconded by Councilmember Sparks, to approve the City
Council Meeting Agenda of November 4, 2003.

27 II. PROCLAMATIONS AND RECOGNITIONS.

30 III. COMMUNITY FORUM.
31 Mayor Hodson invited residents to come forward at this time and address the Council on items
32 that are not on the regular agenda.

34 Hearing none, Mayor Hodson moved forward with the agenda.

36 IV. CONSENT AGENDA.

38 Councilmember Sparks added Resolution 03-098, A Resolution approving submittal of the 2004
39 Ramsey County SCORE Funding Grant Application and Entering into a Contract for this
40 program.

42 A. October 28, 2003 Council meeting minutes will be considered at November 25, 2003
43 meeting.

4 Motion by Councilmember Sparks, seconded by Councilmember Faust, to approve the Consent
5 Agenda items as amended.

9 V. PUBLIC HEARINGS.

12 VI. GENERAL POLICY BUSINESS OF THE COUNCIL.
13 A. Tamara Doolittle and Tom May. Hennepin County Assessing.
14 Mayor Hodson welcomed Tamara Doolittle and Tom May to the meeting.

16 Tom May, Hennepin County Assessor, addressed Council and provided an explanation of an
17 "Open Book"process instead of using a Local Board of Appeal and Equalization. He noted
18 during the open book meeting, taxpayers meet individually with an appraiser to review the value
19 of the property, the property record, as well as to discuss comparable sales information. He
20 indicated an appointment would not be required and if a taxpayer's concerns were not resolved
21 after the meeting with an assessor, the taxpayer has two formal appeal options. He indicated
22 they had tried this process in other Cities with a lot of success.
Councilmember Faust asked where and what times would the open book be conducted. Mr.
25 May replied it would depend on the City, but in the City of Mound, it was one day that started
26 mid to late afternoon and went into the evening. He stated the taxpayers would be notified in
27 advance of the date and time.

29 Mayor Hodson replied he was comfortable with this process and believed it would be easier for
30 the residents.

32 Councilmember Faust stated already a third of the City went through this right now with Ramsey
33 County and they did not see anyone from Ramsey County coming forward with issues to the
34 Council. He stated this would bring the whole City in conformity and would be less stressful for
35 the residents.

37 Councilmember Thuesen stated he also supported this and believed this would help residents and
38 ease their fears.

40 Motion by Councilmember Faust, seconded by Councilmember Thuesen, to approve the
41 transferring of the function of the local Board of Review from the St. Anthony City Council to
42 Hennepin County.

44 Motion carried unanimously.
VII. REPORTS FROM COMMISSIONS AND STAFF.

VIII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS.
2 Mr. Morrison reported that they had received a$180,000 grant from FEMA for the 800 radio
3 system. He stated they officially closed with Amcon on Monday. He noted last night they held a
4 neighborhood meeting for residents on 33'd by the water tower for a telecommunications site. He
5 indicated no one showed up for that meeting, so they would be going forward with a proposal to
6 using the water tower as a telecommunications site.

8 Councilmember Faust reported that he had been campaigning and enjoyed meeting the residents.
9 He stated it very rewarding and thanked everyone for the comments and suggestions.

11 Councilmember Horst reported thanked everyone who e-mailed and called him during the
12 campaign with the comments and suggestions.

14 Councilmember Sparks had no report.

16 Councilmember Thuesen had no report.

18 Mayor Hodson recessed the meeting at 8:16 p.m. to wait for the 2003 election results.

20 Mayor Hodson reconvened the meeting at 8:32 p.m.

22 VI. GENERAL POLICY BUSINESS OF THE COUNCIL—CONTINUED
B. Canvass November 4, 2003 election results
Ms. Kroeplin stated Randy Hodson received a total 1647 votes, Mike Emmert received a total of
25 822 votes, Jerry Faust received a total of 1,234 votes, Hal Gray received a total 901 votes, Dick
26 Horst received a total of 941 votes, Julie Ann Hunter received a total of 902 votes, and Randy
27 Stille received a total of 1,217 votes. She stated there were 2,264 total votes cast and the
28 referendum was approved. She congratulated the winners of the election.

30 Councilmember Sparks thanked the City Clerk for all of her hard work over the years.

32 Mayor Hodson announced the City Clerk would be retiring next year.

34 Motion by Councilmember Thuesen, seconded by Councilmember Sparks, to accept the canvass
35 of the November 4, 2003 election results as presented.

37 Motion carried unanimously.

The meeting was called to order at 8:30 PM for the purpose of canvassing the November 4,
2003 City Council results.

Motion by Board Member Thuesen, seconded by Board Member Sparks, to approve and
certify to Hennepin and Ramsey Counties the City of St. Anthony election results of November
4, 2003.
Motion carried unanimously.
Motion by Board Member Thuesen, seconded by Board Member Sparks, to adjourn the
meeting at 8:40 PM.
