He leads a team of architects, urban designers and landscape architects in preparing integrative solutions to urban problems. Seeking and obtaining public approvals and bringing design issues into the public forum is a key part of this integrative approach, as are managing and coordinating consultants. In his designs, Victor seeks to create buildings which are responsive to their settings,and provide public spaces which connect the buildings and the cities of which they are to be a part. Some projects Victor has been involved with are:a retail,commercial and housing complex for Santa Fe and an Ecumenical Center outside of Mexico City, The Tenjin Galleria in the commercial heart of Fukuoka City;a district preservation and development plan for Ohimachi,Tokyo which included the design for a major department and rail station; a twenty-six story residential tower and reuse plan for the landmark Towers complex on Central Park West; and a family-oriented apartment building set within the historic fabric of Brooklyn's Park Slope. Victor also helped create the master plan and design guidelines for Battery Park City and was responsible for the design of the esplanade along the Hudson River. Victor helped orchestrate the "Mississippi Riverfront.- Vision and Implementa- tion"program and served as the lead urban designer in preparing its analyses and recommendations. He was also instrumental in bringing together the Urban Design Advisory Group and in promoting the values of design for the public realm to numerous government, civic and private groups. He continues to prepare design criteria and advises government officials on issues pertain- ing to riverfront development.Although Cuningham Group funded this initiative, its real clients have been the city's elected officials, its agencies and concerned citizens. • 2. ANTHONY SHOPPING CENTER • The City Council has recently hired Richard Krier of RLK-Kuusisto, Ltd. to formulate a redevelopment strategy for the St. Anthony Shopping Center area. A work session which includes the City Council (HRA), Planning Commission, and Mr. Krier has been scheduled for Thursday, November 5, 1998. It is expected the meeting will last between 6:30 PM and 9:00 PM. As an owner or manager, you and your tenants have a vested interest in the area and are encouraged to attend this meeting. Please forward the meeting information to your tenants. A redevelopment strategy to this area is crucial to a healthy business climate for the City of St. Anthony Village. These issues are: What to do with the KA property. • How to reinforce the shopping center sales in light of the recently open Quarry. • What to do with the office service-area near Lowry Avenue. • How to generate money to create streetscape improvements that will make the shopping area more attractive. What Y would suggest is that I spend a 21/2-hour working session with the HILA and Planning Commission. With a little preparation on my part,that is all of the time it will take for us QMIA, Planning Commission and myself)to formulate a redevelopment strategy for the area. This strategy would consist of the following: • Develop a realistic use for the KA property including the expected use,the economic value it will generate for the City, and a list of possible developers who have a successful redevelopment track record.' • Strategically position the shopping center to account for the recently opened Quarry. • Develop a realistic use for the triangle near Lowry Avenue, including the use the value generated and the of list of developers who can successfully complete the task. • • Create a source to finance streetscape and parking lot improvements. As you may recall I have knowledge of the Kenzie Terrace area and X have extensive experience working on several redevelopment projects in the recent past.I have enclosed my resume and a list of economic development and redevelopment projects. IS 1998 10:59AM P4 • Village Place Redevelopments The Village Place Redevelopments consisted of senior housing and family townhouse redevelopments in eight different locations. These redevelopments' consisted of individual projects of 72 to 80 senior housing units, mall development and 17 to 40 unit townhouse developments. The redevelopments occurred in Colorado,Iowa,Florida, Georgia, and Minnesota.RLK Kuusisto personnel were responsible for project management, including feasibility analysis, design, City approvals, obtaining TIF financing,revenue bonds and conventional financing, developer negotiations, and construction management. South View This was the only suburban 110DA0 completed in the suburban Minneapolis area. The project was a joint venture with the Bloomington PIRA and two • private developers. ItI.K-Kuusisto staff member Richard Krier managed the project, prepared feasibility analysis, negotiated the joint agreement, prepared the analysis, and(with the IRA staf) coordinated the grant application with HUD. Wood Lake Point/Market Plaza This mixed use Richfield redevelopment was managed by RLX-Kuusisto staff. The project included financing, HRA negotiation, planning and design,feasibility analysis,and construction management. This project includes 147 units of senior housing,a 200 unit apartment structure and an 80,000 square foot shopping center under the apartments Brooklyn Blvd.Redevelopment Project This housing project,which was completed with the Brooklyn Park ERA, consists of office and medium density residential development. The project involved negotiations, land acquisition and reallocation,the use of CBDG funds and public improvements. Richard Krier was responsible for all phases of the • development. PHONE NO. : 612 933 1153 May. 18 1998 10:59AM P5 • Lee Square Redevelopment Project Lee Square in Robbinsdale Minnesota was commissioned by the HRA to provide affordable Senior Housing. Richard Krier was retained to prepare a plan,work with the neighborhood groups and with the developer Kraus Anderson to redevelop this elementary school site into senior housing. Highway 8 Redevelopment Project Highway 8 in New Brighton,Minnesota is an older redevelopment project which had been planned in the 1970s by a competitive firm but was not successfully implemented. The New Brighton Economlc Development Commission retained Richard Mer to redesign the project, recruit a private developer, and implement the project working with the EDC. Mr. Krier recruited both a housing developer and commercial developer and negotiated development • contracts with them. Edenvale This 800 acre planned community in Eden Prairie includes high, median and low density residential housing as well as office and industrial parks. Members of RLK Kuusisto assisted in the general planning as well as specific office park and residential portions of the planned community. The project incorporates trails,parks, a golf course, and various land uses. Northwest Property Association This 2,000 acre planned community encompasses the area north of Rochester,Minnesota and includes an expansion area for IBM as well as a number of other office and commercial interests. The majority of the area was planned and developed as low density residential,but the plan and eventual development also involved high density and medium density residential as well as a municipal golf course,parks, trail,and a nature center. Minnesota includes commercial, residential, and. public redevelopment of a large area of the City. RLK Kuusisto personnel managed the project, arranged and analyzed the use of TIF,managed the demolition of existing buildings and the construction of the new public improvements. At a later stage, RLK Xwsisto personnel developed and arranged financing for some of the key elements in the project. Park'View This planned neo traditional development was recently completed in Farmington,Minnesota.The community includes small lot, single family development with boulevards, internal private parks, a large city nature area. The land uses included senior housing, office facilities, single family • residential development, and medium density residential development,plus the extensive use of TIF.Richard Krier directed the design and developmect process including the engineering and planning design, developer agreement negotiation, TIF analysis and City, Corps of Engineers, Metropolitan Council and DNR approvals.He was also responsible for cost estimation and preparation of development proforma. Kenzie Terrace This planned community in St.Anthony is a redevelopment of the older commercial area. The redevelopment consists of high density residential development, retail and office rehabilitation. Richard . Brier directed the planning and engineering. He negotiated contracts and obtained both Minneapolis and St.Anthony approval, including extensive work with the neighborhood. 0
