RESOLUTION N0. 65-016
RESOLUTION AMENDING THE ST. ANTHONY VILLAGE EMPLOYEES
• PERSONNEL MANUAL RELATING TO SALARIES AND FRINGE BENEFITS
AND APPROPRIATING FUNDS THEREFOR
BE IT RESOLVED by the Village Council of the Village
of St. Anthony as follows :
WHEREAS the IUOE ;X49 Union has made certain requests
and demands for adjustments in salaries and fringe benefits,
and
WHEREAS these requests and demands have been reviewed and
discussed with an adjustment panel and have been agreed upon
by the panel and the Village Manager who has prepared a formal
recommendation and submitted same to the Village Council for
consideration;
NOW THEREFORE BE IT RESOLVED that the Village Council
hereby revises the personnel manual as follows :
Section I
Added to Section I shall be the following statement :
"The needs of Ste Anthony Village as a municipality
require as a primary requisite in the classification and
assignment of employees the principle of flexibility. "
Section III
POSITIONS COVERED shall be noted as Subdivision A.
Subdivision B shall be as follo!rs :
Be PUBLIC WORKS DEPARTMENT POSITION CLASSIFICATION
The Village recognizes and establishes the following
position classifications :
Foreman
Maintenance Man III
Maintenance Man II
Maintenance Man I
Custodian
The Maintenance Man III position requires that a majority
of time on the job by one employee is spent utilizing the genera:
level of skill required for operation of the motor grader, back-
hoe, loader and/or sweeper; one employee utilizing the skill
level required for an equipment mechanic.
The Maintenance Man II position classification recognizes a
level of skill by those positions of i,rhat was formerly called
water and sewer utility maintenance man and skills above those
of the Maintenance Man Io
The Maintenance Man. I nosi-4--n classification includes
those employees utilizing uLe sk-1.11s of truck driver, park
keeper, light eruipment operator and laborer.
The Custodian position classification includes those
employees caring for the Village Liquor Stores and Lounges,
the Village Hall and Library.
SECTION XV. VACATION LEAVE
Delete entire paragraph under Subdivision A and insert
the following wording:
A. All Village employees shall accrue vacation leave at
a rate of 5/6 of a day per month commencing from the date of
employment. Accrued vacation may be taken following the
completion of six months service by employees but will be
lost if the employee is terminated prior to the completion of
six months service. These provisions shall apply to employees
with less than dive years seniority. Total accrual shall be
limited to 15 days.
Based on longevity, an employee shall be entitled to the:
accrual of additional vacation leave at the anniversary date
of employment in accordance with the following schedule :
Anniversary date commencing the 6th year--1 additional day
Anniversary date commencing the 7th year--2 additional days
Anniversary date commencing the 8th year--3 additional days
Anniversary date commencing the 9th year--4 additional days
Anniversary date commencing the 10th year-5 additional days
Delete the entire paragraph under Subdivision C and insert
the following wording:
C.ACCRUAL
Accrual of vacation leave will be limited to 15 days.
Any vacation accrued in excess of 15 days must be taken
immediately or will be forfeited.
SECTION XVI. SICK LEAVE
Under Subdivision A. El�l i_bilit�r - change from "completion
of one years service" to "completion of six momths service".
Under Subdivision Bo Accrual - change from "may be
accumulated to a total of n�more than thirty-six (36) days"
to "may be accumulated to a total of not more than ninety (90)
days" .
SECTION XIX._ REST PERIODS & HOLIDAYS
Subdivision B - add to the list of paid holidays, Good
Friday and Veterans Day.

Nels Ronn Custodian, 2067 per hour
Appointment of two Maintenance Man III shall be made
by the Village Manager from the maintenance employees who
indicate interest in the position by signing a job posting
sheet to be posted at the Maintenance Bldg. The appointment
will be based on the qualifications and merit of the employee.
BE IT FURTHER RESOLVED that the Village Council of the
Village of St. Anthony instructs and directs the Village
Manager to use funds already appropriated to the various
minor account codes irithin the general fund and as may be
necessary from the (,rater and sewer utility funds to provide
the additional amounts required to carry out the salary.

RESOLUTION NO.
PROVIDING FOR A THREE YEAR INTER-FUND LOAN FROM FUND 65 FOR PURCHASE OF
MUNICIPAL EQUIPMENT IN THE AMOUNT OF $22,310
WHEREAS by Resolution No. 65-015, dated February 9, 1965, the Village
Council authorized an inter-fund loan in the amount of $21 ,611 .00 from Fund 65
to consolidate sales contracts for municipal equipment and established an
amortization schedule therefore; and
WHEREAS Resolution No. 65-015 authorized the Manager to transfer from
Fund 65 amounts sufficient to purchase a compressor and motor grader; the amount
to be spread over three equal payments, the first payable December 31, 1966 and
the last December 31 , 1968; and
WHEREAS bids have been taken and awards made for the aforesaid compressor
and motor grader in amounts totalling $22,310;
NOVI THEREFORE BE IT RESOLVED that the following retirement schedule be
established to repay Fund 65 for the temporary loan for a compressor and a
motor grader:
Payable December 31 , 1966 $7,4317.00
Payable December 31 , 1967 S7,4317.00
Payable December 31 , 1968 57,4x6.00
said amounts to be paid from the General Fund.

RESOLUTION NO. 65-015
RESOLUTION AUTHORIZING INTER-FUPTD LOAN FOR THE PURPOSE OF
FINANCING VILLAGE EQUIPMENT PURCHASES
WHEREAS, the Village has made purchases of maintenance
equipment on conditional sales contracts and chattel mortgages,
and
WHEREAS, it is in the best interest of the Village to pay
these conditional sales contracts and chattel mortgages to avoid
paying unnecessary interest charges, and
WHEREAS, there are surplus funds in Fund 65 Sinking Fund,
NOW THEREFORE BE IT RESOLVED that the Village Council of
the Village of St. Anthony hereby authorizes the Village Manager
to make an inter-fund loan at no interest costs up to 'v21,611.00
from Fund 65 for the purpose of consolidating sales
contracts mentioned herein and approves the following loan
retirement schedule:
Payable December 31, 1965 'V12,995.00
Payable December 31 , 1966 2,x,33 .49
Payable December 31, 1967 2:6; 3.40
Payable December 31 , 1968 2703,41B
BE IT FURTHER RESOLVED that upon purchase of a compressor
and motor grader, the Manager be authorized to transfer from
Fund 65 on a temporary loan basis , amounts sufficient to pay
for these purchases with the payments to Fund 65 to be spread
in 3 equal payments , the first payable December 31, 1966 and
the last December 31, 1968; the amount required to be paid from
the General Fund.
