ANTHONY, MINNESOTA, TO BE RAZED AND REMOVED GMW 7-10-65 cac RES0i c'TIO> J IVO , 6,5_- O" RESOLUTION ORDERING A CERTAIN BUILDING LOCATED AT 3912 FOSS ROAD, ST. ANTHONY, MINNESOTA, TO BE RAZED AND REMOVED WHEREAS, Cliff B. Moser and Sina B. Moser are the owners of a certain building located at 3912 Foss Road, Ramsey County, St. Anthony, Minnesota, on the below legally described property; and, WHEREAS, this building is best described as a wooden structure; and, WHEREAS, after receipt of numerous complaints, the Council of the Village of St. Anthony ordered an inspection to be made of the above described premises, and a report thereof was submitted by James Shaughnessy, Building Inspector of the Village of St. Anthony, on the 7th day of July, 1965, which described the premises as generally dilapidated and in an extreme state of dis- repair; stating that it is of general unsightly appearance, that it violates the 1964 edition of the Uniform Housing Code of the Village of St. Anthony in that it lacks a water closet, lavatory, bath tub, kitchen sink, hot and cold running water, the equired ventilation, that the rooms are damp and uninhabitable, and the space dimensions are less than required, that there is no connection with the required sewage disposal system, its foundations are deteriorated and inadequate, its • flooring and floor supports are deteriorated, that the members of the walls, par- itions, and other vertical supports lean, list, and deflect due to defective mater- ials and deterioration, that the walls are made of orange crates with tar paper covering, that the ceiling, roof, and other horizontal members sag and buckle due o defective materials and deterioration, that there are cardboard boxes of highly lammable wood particles within the structure, and the electrical wiring in its entirety violates the National Electrical Code which is used by the Village of St. Anthony, and that it lacks basic sanitation requirements; and, WHEREAS, the Council of the Village of St. Anthony finds that the above described building is inadequately maintained, dilapidated and in a state of extrem disrepair; is in an unsanitary condition; constitutes a hazard to public safety, a menace to public health, and a fire hazard; violates the Uniform Housing Code and the National Electrical Code; NOW THEREFORE, BE IT RESOLVED that Cliff B. Moser and Sina B. Moser shall be ordered to raze and remove the wooden structure located at 3912 Foss Road, St. Anthony, Minnesota, on the property legally described as follows: Lot 1, Block 3, Mounds View Acres, Second Addition, Ramsey County, State of Minnesota • This action is taken pursuant to Minnesota Statutes Annotated §462. 39 - 62. 401 on the grounds that said building is a hazardous building within the meaning f that statute.
