RESOLUTION NO. 68-040 RESOLUTION ESTABLISHING A HUMAN RELATIONS ADVISORY COMMITTEE It is hereby declared that it is the public policy of St. Anthony Village to assure all citizens equal opportunity in housing, employment, public accom- modations, public services and education, and to act to improve the human relations climate in St. Anthony Village. To this end, the Village Council of St. Anthony Village does decree: SECTION 1 : There is hereby established within the Village of St. Anthony a Human Relations Advisory Committee. SECTION 2: The purpose of this Committee is to assist and advise the duly elected Council and Mayor with ways to assure all citizens equal opportunity in housing, public accommodations, public services, education, and employment, and full participation in the affairs of this community assisting the Council in implementing the Minnesota State Act Against Dis- crimination and by advising the Village Council in the planning of a long range program to improve community human relations in the Village of St. Anthony. SECTION 3 : METHOD OF SELECTION, TERM OF OFFICE, REMOVAL Members : The Committee shall consist of ten members. Two members shall be appointed by each Councilman and two by the Mayor within 30 days after this resolution is approved by the Council, and annually prior to the second regular council meeting in January. Members of the Committee shall be • appointed for a term of one (1 ) year, starting with confirmed appointments presented at the second council meeting in January each year, except that any person appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed by the specific original sponsoring Councilman or Mayor or their successors within 30 days only for the remainder of such term. Upon the ex- piration o•� %is term of office, a member shall continue' to serve until his successor is appointed. The Committee members must have been legal voting residents of St. Anthony Village for more than one year. The members of the Committee shall serve without compensation and may be removed from office by majority vote of the Village Council. Chairman: The Chairman shall be appointed from the Committee membership by the Mayor with majority consent of the Village Council . The Chairman may be removed upon recommendation of the Mayor with approval by a majority vote of the Council . 4/5 vote of the Council is required to remove the Chairman when this action is not initiated by the Mayor. Vice-Chairman: The Chairman shall, within 30 days following the initial meeting of the Committee, appoint a Vice-Chairman who shall hold said position with the approval of a majority of the Committee. The Vice- Chairman shall perform such duties as may be assigned by the Chairman, and shall assume the chair in the absence of the Chairman. Rules and Procedures: The Committee may adopt such rules and procedures not inconsistent with these provisions as may be necessary for the proper execution and conduct of business, provided that in the absence of special A • -2- rules, 2-rules, the provisions of Robert 's Rules of Order shall apply. Attendance_ of six members is required for a Committee quorum. Meetings: The initial meeting of the Committee shall be convened at the call of the Chairman within thirty (30) days after the appointment by the Council . Thereafter, regular meetings shall be held on a specific day of the month and time to be determined by the Committee. Special meetings may be called by the Chairman. Secretary: The Committee shall elect one member to serve as secretary to the Committee. Clerical work of the Committee will be performed by the Village administrative staff, with approval of Village Manager for all such work. SECTION 4: In fulfillment of its purpose the Committee's duties and responsibilities shall be to: 1. !Advise the Village Council on human relations and civil rights issues and recommend adoption of such policies in areas as defined in Section 2 as are needed and within the legal authority of the Council to provide for equal opportunity of all citizens in the community. 2. Formulate both a long range and short range human relations educational program directed toward both minors and adults for the Village of St. Anthony to give increased effectiveness and direction to the work of all individuals and groups addressing themselves to planning and educational programming of civil and human rights. • 3. Develop activities to involve the greatest possible number of community citizens to carry out educational programs and to allow for utilizing Village residents with experience and knowledge who may not be members of the Committee. 4. Enlist the cooperation of agencies, organizations and individuals in an active educational prog-am directed to create equal opportunity and eliminate discrimination and inequalities, when approved in advance by the Village Council . 5. Draft a memo of agreement with the State Department of Human Rights, subject to the approval of Council, for the purpose of determining regulatory and enforcement procedures to be used by St. Anthony Village. b. Develop in cooperation with the State Department of Human Rights such programs of formal and informal education as will assist in the im- plementation of the Minnesota State Act Against Discrimination. 7. Tlie Committee shall submit for review and approval to the Council by September 1st each year a program plan and budget proposal for the following calendar year. S. Tlie program and plans of Committee activities and a report on these activities is to be submitted and physically presented by the Human Relations Advisory Committee Chairman or his appointee to the Village Council for review, direction and approval at least once a month. t • APPENDIX GUIDELINES FOR OBJECTIVES • f ,, � ,� 1� 1 1 IR y , -3- OBJECTIVES AND ACTIVITIES GUIDELINES A. Undertake specific programs of public information regarding the statutory requirements of the Minnesota State Act Against Discrimination. 1 . Supply copies of the law to the housing industry and real estate dealers, to employers, and to purveyors of public accommodations and public services operating within St. Anthony Village. 2. Provide information concerning the law to Village residents. 3. Provide opportunities to discuss with residents the implications of the law for the Village via panel discussions involving representatives of business, housing, education, and churches, and open to the public. B. Conduct with voluntary participation, studies and surveys of practices in the community. C. Conduct preliminary investigation of complaints involving non-criminal (i .e., civil ) acts of discrimination, and, when possible, effect conciliation between parties involved. When not possible, refer through the State Depart- ment of Human Rights in the manner agreed to in Section 4 Paragraph 5. 1. Provide an atmosphere of understanding for both parties when effecting conciliation. 2. Organize the Committee members with assignments to handle complaints in each of the areas - housing, employment, public accommodations, education, • and public services. D. Formulate programs to be developed with voluntary cooperation of employers, the housing industry, the educational institutions, and governmental agencies. 1 . Study voluntarily submitted proposals of job descriptions and test- ing practices. 2. Study voluntarily submitted proposals of other agencies outside of St. Anthony Village. 3. Assist the School Roard and faculty of all Village Schools, public and private, to incorporate multi-ethnic educational materials into existing curriculum. 4. Study human relations practices currently being employed in other suburban areas. 5. Work with realtors to develop programs to comply with fair housing law. 6. Utilize local adult education facilities to make available citizen education in areas of human relations. 7. Provide the services of a Speakers Bureau for use by interested Village groups, utilizing but not restricted to Committee members knowledge- able in specific areas of concern and other local program available through civic, private, and state sources. -4- E. 4-E. Review programs voluntarily submitted regarding compliance with state requirements concerning equal opportunity. This should include programs already in progress or in planning by business, housing industry, educational institutions, etc. F. Initiate programs of training in needed areas. 1 . Provide sensitivity training opportunities for interested Council members, business and real estate representatives, educational administrators and teachers. 2. Provide dialogue between local businessmen and area businessmen who are currently conducting supportive non-discriminatory programs for minority group employees when requested by local businessmen. G. Maintain programs designed to alleviate community tension. 1 . Investigate local rumors for confirmation or denial. 2. Communicate to the public factual information to dispel false rumors. H. Encourage programs designed to create a community climate to accept orderly and demonstrable changes in eliminating barriers to equal opportunity. Support, but not initiate, programs such as : 1. Reciprocal visiting between a Village church and urban church; an exchange of programs. 2. Reciprocal visiting between a Village club or social group and an urban club or social group; and exchange of experiences. Adopted this 13th day of August, 1968.
