RESOLUTION N0. 68-047 • A RESOLUTION OF AGREEMENT ESTABLISHING A COMMUNITY RECREATION AND ADULT EDUCA- TION PROGRAM Agreement between School District 282 and the Village of St. Anthony. The Village and School District are mutually interested in an adequate program of community recreation and adult education and agree to jointly sponsor a Village Recreation Director. In the interest of providing the best service with the least possible expenditure of public funds, full cooperation between the Village and the School District is agreed upon. Therefore, in consideration of the premises, the Village and School District agree to cooperate with each other to carry out the above purpose, and to that end do agree as follows 1 ) The School District will make available to the Recreation Director for com- munity recreational activities and adult educational programs, all school facilities, and playground areas which are suitable for community recreational activities and adult education activities; these areas are to be selected by the Recreation Director, subject to the approval of the Superintendent of the School District. • 2) The Village will make available to the Recreation Director for community recreational activities or programs all Village playground and park areas which are suitable for said events. The facilities to be selected by the Recreation Director, subject to the approval of the Village Manager. 3) The Recreation Director will be responsible for the scheduling and admini- stration of the following activities- a) Adult education activities. b) Organized community recreation activities including community use of the swimming pool during non-school hours. 4) It is hereby agreed that a schedule of dates for the use of the District School facilities will be worked out in advance by the Recreation Director, and that this schedule will be arranged as to avoid conflict between school and recrea- tional use; that in the scheduling of said facilities, school events and programs shall have first priority and programs established by the Recreation Director shall have second priority, and any other events by other groups or agencies shall have third priority. 5) It is further agreed that a schedule of dates for the use of the Village facilities will be worked out in advance by the Recreation Director, and that this schedule will be arranged as to avoid conflict between the recreational and school use; that in the scheduling of said facilities, recreation activ- ities shall have first priority and school events and programs shall have . second priority, and any other events by other groups or agencies shall have third priority. 6) It is understood and agreed that the personnel employed by the Village in its recreational activities shall be under the supervision of the Recreation Director, and further that the school Superintendent or his agent is expected -2- to 2-to and will advise in the planning and administering of the recreation and adult education programs to be conducted by the Recreation Director on or in the facilities under said Superintendent's jurisdiction. 7) It is further agreed that in the event of any dispute or difference arising as a result of the Recreation Director 's program being conducted on the sites jointly used and selected, as outlined above, or as to the use of a school or Village facilities, then, in the event, said dispute or difference shall be settled and arbitrated by appealing to both sponsoring authorities in joint session. 8) It is agreed that the Village will furnish and supply all expendable materials necessary for carrying on a community recreational program for all ages. 9) It is further agreed that the cost of maintaining said areas shall be borne by the owning authority. 10) It is further understood and agreed that either party to this agreement may at any time terminate this agreement upon giving, in writing, to either party by September 1st, notice of its intention to terminate by June 30th of the follow- ing year. 11 ) It is agreed that the Village shall hold harmless and free from liability the School District, its officers, agents, servants, or employees, while acting as such, from all damages, cost or expenses, which any of them shall become O obligated to pay by reason of liability impaired by law because of injury to or death of person, received or suffered by reason of operation of the commun- ity recreational and adult program upon said premises. 12 ) It is further agreed that the School District shall hold harmless and free from liability the Village, members of its Village Council , board or commission, its officers, agents, or employees while acting as such, from all damages, costs or expenses which any of them shall become obligated to pay by reason of liability imposed by law because of injury to property or injury to or death of persons, received or suffered by reason of use of any of said in- stallations or equipment in connection with the School District program while under the supervision or control of the School District. 13 ) It is understood and agreed that the salary for the Recreation Director will be shared equally by the Village and School District. 14) It is further agreed the Recreation Director will submit the recreation budget and plans to the Village Council and to the School [bard by September lst for the following fiscal year of July lst to June 30th. 15) It is agreed that all funds be handled and dispursed through the Village Treasurer. 16) It is agreed that the Recreation Director shall be hired by and report to the Village Manager. The School Board shall be consulted and they or their desig- nated agent shall approve any job offers prior to the Village Manager issuing each offer. All personnel action concerning the Recreation Director shall be initiated by the Village Manager. The Village Manager has the authority to suspend or fire the Recreation Director. JOB DESCRIPTION COMMUNITY RECREATION AND ADULT EDUCATION DIRECTOR • 1 ) Primary Function: The Recreational Director shall : a) Organize a recreational and adult education program for community citizens of all ages and interests. b) Coordinate recreational activities sponsored by other community organiza- tions to insure maximum utilization of facilities and maximum participa- tion. c) Organize and coordinate the adult education program with the approval of the Superintendent of Schools as to instructors and courses offered. 2) Source of Supervision: The Recreational Director shall report directly to the Village Manager both administratively and managerially. 3 ) Education and Experience: The Recreation Director should meet the criteria as set forth by the State Department of Education (M.S.A. 471 . 18). Experience in this field is essential . 4) Direction of Others : The Recreation Director shall supervise such employees as are necessary and approved for the performance of his duties. 5) Duties and Function: The following are intended to be examples of the types of duties to be performed by the Recreation Director. They are not intended to be inclusive or limiting. Creativity in the expansion of existing programs and • the development of new programs is encouraged. The Recreation Director shall : a) Plan and organize community recreation and adult education programs com- plimenting existing school and civic organization programs. b) Establish and submit a yearly preliminary budget to the sponsoring School Board and the Village Council by August of preceding year, final budget to be submitted by September 1st. c) Coordinate all community recreation and adult education activities into a comprehensive, coherent program. d) Assist in the organization of new special interest groups such as senior citizens, plays, garden clubs, swimming clubs, etc. e) Provide overall publicity coverage for all community recreation and adult education activities. f) Schedule use of all available facilities (not including school sponsored events on school property) to the best interest of the community. g) Provide to the Village and School District for their dissemination to the citizens, an annual report describing the program history and approv- ed future plans. zj_(�raet�� M yor ATTEST: • t V' lage Manager RESOLUTION N0. 68-047 A RESOLUTION OF AGREEMENT ESTABLISHING A COMMUNITY RECREATION AND ADULT EDUCA- TION PROGRAM Agreement between School District 282 and the Village of St. Anthony.
