A RESOLUTION ESTABLISHING A CITIZEN
i ADVISORY BODY TO ADVISE THE COUNCIL
ON MATTERS RELATING TO A CABLE I
COMMUNICATIONS FRANCHISE.

WHEREAS, the City Council of the City of St. Anthony is the `
official governing body of the City of St. Anthony empowered to
provide for the public health, safety, and welfare of its citizens;
and
i
WHEREAS, the City Council recognizes the need for a citizen
advisory body to advise the Council on certain matters relating to
franchising a cable communications system.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of St. Anthony in regular meeting assembled as follows :
A. Establishment of the Commission.

1. That a commission, which shall be named City of St. Anthony
Cable Television Advisory Commission, shall be established to
advise the City Council in relation to certain aspects of fran-
chising a cable communications system in the City of St. Anthony.
2. That the Commission be composed of 5 members. The term
• of the appointments shall be the length of the franchising process .
3. That the Commission shall be composed of members who shall
be residents of the franchise area (cable service territory) .
4. That the members shall serve without compensation and may
be removed from office at any time by the City Council .
R. Duties of the Commission. The Commission is hereby directed to
advise the City Council and to:
1. Research federal and state rules and regulations relating
to cable communications .
2 . Familiarize themselves with current and potential services
being offered by cable communications companies.
3. Assess communications needs in the community.
4 . Recommend to the City Council if a need has been determined,
to proceed with the franchising process . The recommendation may
be in the form of an invitation for applications for the fran-
chise.

• C. Scope of Authority.
1. That the Commission shall be advisory to and subject
to the direction and control of the City Council ;
however, the Commission may establish its own rules
and regulations guiding the conduct and operation of +
the Commission and its members within its responsibi-
lities and charge.

2 . That the Commission shall record the minutes of each
meeting which shall be filed in the office of the
City Clerk and shall be delivered to the Mayor and the
City Council . }
BE IT FURTHER RESOLVED that this resolution shall be effective
with its adoption.
