A RESOLUTION APPROVING A JOINT POLICY STATEMENT
ON SILVER LAKE ROAD WITH THE CITY OF
NEW BRIGHTON
WHEREAS, the Cities of St. Anthony and New Brighton support improvements which
would enhance traffic safety on Silver Lake Road; and
WHEREAS, upon review of the preliminary design concept presented to said Cities by
Ramsey County, the attached Joint Policy Statement was developed.
NOW, THEREFORE, BE IT RESOLVED, that the St. Anthony City Council hereby
approves the Joint Policy Statement on Silver Lake Road made with the City
of New Brighton and attached hereto, on behalf of the City of St. Anthony.

a DINT POLICY STATEMENT ON SILVER LAKE ROAD
The City Councils of St. Anthony and New Brighton met recently in a work session to
discuss items of mutual concern.
One item of importance to both organizations relates to the possible reconstruction of Silver
Lake Road between Silver Lane and I-694. The consensus reached was that the two cities
should jointly develop and issue a policy statement regarding the proposed project in order
to clarify their positions with state and county officials as well as the residents of both
communities. The first draft of such policy statement follows:
Both St. Anthony and New Brighton City Councils support improvements which enhance
traffic safety on this roadway.
The Cities of St. Anthony and New Brighton share mutual concerns about traffic
safety on Silver Lake Road between Silver Lane and I-694. In particular as it relates
to conflicting traffic at intersections, and sight distance problems relating to grade
changes. (An example is the area near Windsor Green where two pedestrian
fatalities have occurred. Improvements in the sight distance on the roadway would
provide an enhanced level of safety.)
The Lily Councils cils of St.Anthony and New Brighton do not support proposed designs which
overly widen the roadway beyond what is needed for traffic safety improvements.
Both the St. Anthony and New Brighton City Councils are concerned about
preliminary proposals from Ramsey County which indicate substantial acquisition of
right-of-way and roadway widening in areas away from intersections where such
improvements on traffic safety have less direct impact.
Both cities agree to undertake more vigorous enforcement of the speed limits with the goal
of increased traffic safety.
The Cities of St. Anthony and New Brighton share mutual concerns about traffic
speed on Silver Lake Road. Both cities recognize that the posted speeds, if properly
observed, are appropriate to the roadway and necessary for the proper flow of traffic.
Speeds appear to be in excess of those posted limits on numerous occasions.
In conclusion, both cities ask that Ramsey County revise previous preliminary design
concepts to reflect these policy statements.
When completed, the revised preliminary designs of Ramsey County will be reviewed
with interested community members with this policy statement as a review guideline
