ANTHONY IN A STORM WATER PROGRAM WITH THE CITY OF MINNEAPOLIS WHEREAS, the City of Minneapolis is concerned about the quality of storm water which is being discharged to rivers and lakes within its city limits; and WHEREAS, the City of Minneapolis has proposed that if the outfall structure is within Minneapolis' city limits, then the entire area which contributes to that drainage system should be permitted,independent of ownership of storm drain or jurisdiction of drainage area; and WHEREAS, approximately 593 acres of St. Anthony discharges into the Mississippi River within the City limits of Minneapolis and is approximately 1.2% of the total Minneapolis drainage area; and WHEREAS, it is agreed by both cities that St. Anthony may choose to become a co- applicant with Minneapolis and, in addition, that co-applicant does not imply co-permittee. NOW, THEREFORE, BE IT RESOLVED, that the City of St. Anthony desires to become a co-applicant in a storm water program with the City of Minneapolis. BE IT FURTHER RESOLVED, that the City of St. Anthony desires to decide at a later date whether to become a co-permittee with the City of Minneapolis or to negotiate a separate permit with the Minnesota Pollution Control Agency. Whether St. Anthony should (or must) be part of Minneapolis' Storm Water Program 2. Distribution of cost among co-applicants 3. Total cost to St. Anthony - for permit application and after issuance of permit 4. If St. Anthony agrees to be co-applicant or co-permittee, then what information must be prepared to add to permit application? 1. Minneapolis' Premise of Area to be Permitted * Minneapolis is concerned about the quality of storm water which is being discharged to Rivers and Lakes within the city limits. * If the outfall structure is within the City Limits of Minneapolis, then the entire area which contributes to that drainage system should be permitted, independent of ownership of storm drain or jurisdiction of drainage area. The MPCA has verbally accepted this concept. * Approximately 593 acres of St. Anthony drains through the Hennepin County and MnDOT storm drains and tunnel which discharges to the Mississippi River at I-35W within the City Limits of Minneapolis. • * The St. Anthony drainage area is approximately 1.2% of the total Minneapolis drainage area 2. Distribution of Cost Participation Among Co-Applicants * Calculation based on a simple percentage of total drainage area. * Total storm water runoff drainage area of Minneapolis is still being calculated. Preliminary estimate is 35,000 acres. 3. Total Cost to St. Anthony * St. Anthony may choose to file a separate application or become a co-applicant with Minneapolis. * Co-Applicant does not imply Co-Permittee. St. Anthony may be a co-applicant with Minneapolis, and decide at a later date to negotiate a separate permit with the MPCA. * Cost for permit application: Minneapolis has estimated a cost of$200,000 to $500,000 to put together the permit application (in 1991 and 1992). * Cost to meet conditions in permit: In 1992, it is the responsibility of the co-applicants to propose programs (and estimate the cost) which will improve the quality of storm water runoff. Typical programs may include an increased frequency of street sweeping, regulation/enforcement of fertilizers, construction of containment/treatment ponds, emergency spill response procedures, methods to detect and eliminate illegal connections to the storm drains, etc. The final cost to St. Anthony is dependent on which programs it chooses to implement. _ • 1 r City of Minneapolis • U.S.EPA STORM WATER REGULATIONS Meeting with City of St. Anthony July 31, 1991 4. Information Required from St. Anthony if a Party to Part I of the Minneapolis Application * Detail is outlined in the Minneapolis Work Plan, dated February 1, 1991 * Application is due to the MPCA on November 18, 1991. The following information should be completed no later than October 1 in order for Minneapolis to complete the application package. * Description of legal authority which St. Anthony has to control discharges to storm sewers. Should include a summary of insufficient authorities and historical use of authority. * Summary of land use, population, and runoff coefficient for area of St. Anthony which is subject to the application.
