RESOLUTION CALLING FOR A PUBLIC HEARING ON
PROPOSED AMENDMENTS TO A REDEVELOPMENT
PLAN AND ON A PROPOSED TAX INCREMENT
FINANCING PLAN
BE IT RESOLVED, by the City Council of the City of St. Anthony,
Minnesota (the "City"), as follows:
1. Proposed Redevelopment Plan and Tax Increment Financing; Plan.
The Housing and Redevelopment Authority of the City of St. Anthony, Minnesota
(the "HRA") and the City have previously approved a redevelopment plan, as
defined in Minnesota Statutes, Section 469.002, subdivision 16, designated as
Redevelopment Plan for Redevelopment Project Area 3 - Ramsey County, relating
to Apache Plaza Shopping Center located in the City (the "Redevelopment Plan"),
and a redevelopment project to be undertaken pursuant thereto, as defined in
Minnesota Statutes, Section 469.002, subdivision 14 (the "Redevelopment Project").
The HRA has informed the City that it is considering amendments to the
Redevelopment Plan and Redevelopment Project to include additional property
located at the northeast corner of 39th Avenue Northeast and Silver Lake Road in
the area subject to the Redevelopment Plan and assist in the redevelopment of such
additional property. In order to finance the public redevelopment costs to be
incurred by the HRA and the City in connection with the Redevelopment Plan and
the Redevelopment Project as proposed to be amended, the HRA will also consider
approving a tax increment financing plan (the "Financing Plan"), which will
establish a tax increment financing district, as defined in Minnesota Statutes, Section
469.174, subdivision 9 ("District"). The HRA has requested that this Council hold a
public hearing on the amendments to the Redevelopment Plan as required by
Minnesota Statutes, section 469.028, subdivision 1 and Section 469.129, subdivision
6, and a public hearing on the Financing Plan as required by Minnesota Statutes,
section 469.175, subdivision 4.
2. Public Hearing. A public hearing is hereby scheduled to be held on
the proposed amendments to the Redevelopment Plan and on the proposed
Financing Plan at 7:30 P.M. on Tuesday, March 23, 1993, in the Council Chambers.
The City Manager is hereby authorized and directed to cause notice of such public
hearing in substantially the form of Exhibit A hereto to be published in the official
newspaper of the City not less than 10 days prior to the date of the hearing, and to
provide the information required by Minnesota Statutes, Section 469.174,
subdivision 2 to the appropriate governmental bodies.
