ANTHONY RESOLUTION 00-027 A RESOLUTION ADOPTING A STRATEGIC PLANNING REPORT WHEREAS, two Strategic Planning Sessions were conducted in February, 2000 by Lynn & Associates, with participants including the Mayor and Councilmembers, City Manager, Management Assistant, and Department Heads; and WHEREAS, a set of goals were designed and set for both sessions. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of St. Anthony hereby adopts the Strategic Planning Report developed by Lynn & Associates following the • strategic planning sessions for the City of St. Anthony and attached hereto. ANTHONY Strategic Planning Report: Executive Overview March 30, 2000 • ©2000, Lynn &Associates • INTRODUCTION TO THIS REPORT Two Strategic Planning Sessions were held with the Council Members and the City Manager and Staff in February 2000. The main goals of these sessions were: • Help each participant have an improved understanding of each other and also, to have a better understanding of what each member of the Council could offer the team as far as individual strengths, understandings, interests, etc. • Help each participant understand their leadership role as a member of the Council and city staff. • Begin the process of bringing the Council and staff closer together as a team. • To better define the City's Core Culture, Value Proposition, Mission Statement, . Vision Statement, and Key Strategic Goals. • To conduct a SWOT Analysis to create a draft of the specific goals for the years 2000 — 2005. • To complete a list of goals and objectives to focus on in 2000 and 2001. After discussing the Core Culture, Value Proposition, and Key Strategic Goals, the strategic profile was drafted. A strategic profile was developed from this discussion that has become the basis for setting annual goals and work plans. The session ended with the development of eight goals for the city and specific objectives for each goal to focus on this year. The rest of this Summary Report contains: The Strategic Profile, List of Key Goals, and a List of Goals and Objectives for the Staff to focus on in 2000 and 2001. • 1 • CITY OF ST. ANTHONY'S KEY GOALS FOR 2000 — 2001 ❖ Provide 100 - year flood protection for all residents and businesses to protect health and property. ❖ Preserve the beauty of the property now owned by the Salvation Army Camp to serve both current and future generations. ❖ Focus on redevelopment initiatives so that our image and tax base stays firm. ❖ Keep the Village look and feel so that we are attractive to both residents and businesses. • ❖ Protect and maintain our infrastructure so that our City works both now and in the future. ❖ Offer clear, current, and open communications through a variety of means so people are informed about St. Anthony's important issues and news. ❖ Provide a Park System that offers a mix of recreational opportunities for residents of all ages. ❖ Shape the future by defining and reviewing regularly our goals and fiscal policies. • 3 • Goals and Objectives for each Goal Goal: Provide 100 - year flood protection for all residents and businesses to protect health and property. Objectives: 1. Complete the 29`h Street Project. 2. Complete the Harding Project. 3. Renew the Flood Grant Program. Goal: Preserve the beauty of the property now owned by the Salvation Army Camp to serve both current and future generations. Objectives: 1. Decide on whether to extend the Moratorium or not. • 2. Work with joint powers to create a Plan with multiple options. Goal: Focus on redevelopment initiatives so that our image and tax base stays firm. Objectives: 1. Apache Plaza. 2. St. Anthony Shopping Center. 3. Kenzie Terrace. 4. Work on the list of redevelopment projects during the upcoming year. Goal: Keep the Village look and feel so that we are attractive to both residents and businesses. Objectives: 1. Implement Code Enforcement. • 2. Continue with Streetscape Program. 4 • Goal: Protect and maintain our infrastructure so that our City works both now and in the future. Objectives: 1. Public Works Garage/Facility. 2. Road reconstruction to maintain street improvement program. Goal: Offer clear, current, and open communications through a variety of means so people are informed about St. Anthony's important issues and news. Objectives: 1. Provide up to date information through a variety of methods. Goal: Provide a Park System that offers a mix of recreational opportunities for residents of all ages. Objectives: 1. Completion of Silver Point Park and Watertower Playground punchlists. 2. Have the Park Commission offer input on the Park Budget to advocate for park users. 3. Create a new plan for Central Park. Goal: Shape the future by defining and reviewing regularly our goals and fiscal policies. Objectives: 1. Change the format of our Budget Calendar. 2. Create a fiscal policy document. • 5
