RESOLUTION 00-055
RESOLUTION ORDERING PROPERTY APPRAISALS,
PURCHASE OF EASEMENTS, AND PREPARATION OF FINAL PLANS
FOR STORM WATER IMPROVEMENTS AT HARDING STREET
WHEREAS, over a period of many years,the City of St.Anthony has experienced numerous flooding
problems within certain areas in the City at times of heavy rainfalls in short periods of
time, and as a result of such rainfall events many structures within the City have
experienced flood damage; and
WHEREAS, within recent years the City has obtained certain financial assistance and has engaged in
appropriation of City funds in its efforts to mitigate the flood damages; and
WHEREAS, steps have been taken in certain portions of the City to complete projects which are
• designed to reduce the extent to which such flooding problems occur; and
WHEREAS, the City wishes to take additional steps, to the extent it is able to do so within the limits
of its financial resources, to continue its efforts to mitigate and reduce the flooding
problems experienced within the City; and
WHEREAS, the City Council in its efforts to proceed with its flood mitigation projects and programs
has directed the engineering firm of WSB & Associates, Inc. to prepare a study of the
various options available to the City for dealing with storm water and for reducing flood
damage within the City; and
WHEREAS, after a review of the feasibility study by residents and by the City Council, WSB &
Associates,Inc.has developed certain alternatives to be considered by the City Council
as possible projects to mitigate flood damages within the City; and
WHEREAS, the City Council has conducted a public meeting for purposes of discussing the
alternatives and the related costs and other factors; and
WHEREAS, the City has met with and received comments from the affected property owners
regarding the proposed improvements.

NOW, THEREFORE, BE IT RESOLVED THE CITY COUNCIL OF ST. ANTHONY,
MINNESOTA AUTHORIZES:
• The appraisal of affected properties for the purposes of acquiring drainage,ponding and
utility easements;
• City Staff to acquire necessary easements for construction of storm water improvements;
• WSB & Associates to prepare final plans and specifications for the proposed
improvements.
