RESOLUTION 00-085
• A RESOLUTION RELATING TO THE INFILTRATION/INFLOW
RATIO IN THE CITY OF ST. ANTHONY
WHEREAS, the City of St. Anthony has experienced wastewater backups in sewer service lines
due to increased flow rates during rainfall and snowmelt conditions; and
WHEREAS, the Metropolitan Council has established a peak month flow to low month flow
ratio goal of 1.68 for the City of St. Anthony, and
WHEREAS, the City of St. Anthony has accepted the goal through the Comprehensive Plan
process, and
WHEREAS, the Infiltration/Inflow (UI) Analysis study prepared by WSB &Associates, Inc. for
the City of St. Anthony identified several sources of the I/I in the system and proposed a program
to reduce the system UI, and
WHEREAS, the City of St. Anthony has requested an amendment to the Comprehensive Plan to
increase the capacity of the Harding Street lift station and reroute the discharge to the City of
Minneapolis through the gravity sewer line on 36' and Edward as proposed in the UI analysis,
and
WHEREAS, the Metropolitan Council is concerned that the lift station flow increase is not in
• compliance with the City's effort to achieve the I/I reduction goal and has requested additional
confirmation of the City's commitment to the goal, and
WHEREAS, the maximum peak flow ratio between 1996 and June 2000 has been 1.7 tol.8
except for the extreme flooding during July 1997, and
WHEREAS, the City of St. Anthony is currently involved in an extensive stormwater
improvement project to reduce street and basement flooding which should indirectly reduce the
I/I in the sanitary sewer system.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. ANTHONY:
The City of St. Anthony is committed to continue efforts to reduce the M flow in the sanitary
sewer system and meet the defined peak ratio goal of 1.68 in accordance with the following
schedule and tasks as discussed in detail in the I/I Analysis Report;

4. Evaluate the performance of the education and voluntary December 2002
removal program and the effect of the storm water
improvements in reducing the system UI and meeting the peak
ratio goal
5. Initiate aggressive non-voluntary clear water separation 2003
program if necessary to meet the defined peak ratio goal
