ANTHONY RESOLUTION 01-067 A RESOLUTION AUTHORIZING PREPARATION OF A WELLHEAD PROTECTION PLAN WHEREAS, the City of St. Anthony and the Minnesota Department of Health has established goals and requirements for wellhead protection; and WHEREAS, the engineering firm of WSB and Associates, Inc. has submitted to the City a proposal to prepare a Wellhead Protection Plan. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony hereby authorizes the engineering firm of WSB & Associates, Inc. to complete the tasks of Segment 1 of 2 (as presented in their proposal) towards completion of a Wellhead Protection • Plan for the City of St. Anthony at a cost of$4,500. Assemble Background Information WSB will assemble, analyze, and summarize the data identified in the Scoping Notice, which consists of the following: A. Physical Environment 1. Geology B. Land Use 1. Land Use 2. Public Utility Services C. Water Quantity 1. Surface Water Quantity 2. Groundwater Quantity D. Water Quality 1. Groundwater Quantity WSB will request information from the following local, state, and federal agencies: a. City of Columbia Heights • b. City of Minneapolis C. City of New Brighton d. City of Roseville e. City of St. Anthony f Hennepin County g. Metropolitan Council h. Minnesota Department of Health i. Minnesota Department of Natural Resources j. Minnesota Pollution Control Agency k. Ramsey County 1. United States Geological Survey After all background information has been assembled and analyzed, WSB will summarize it and meet with City and Minnesota Department of Health(MDH)staff to finalize the project approach based on the available information. The remaining tasks will be discussed with MDH staff to determine the level of detail required for the City to complete Part 1 of the Wellhead Protection Plan. The cost to complete Task 1 as outlined above is anticipated to be$4,500. A budget will be prepared for completion of Tasks H- IV, and will be dependent on the outcome of the meeting with MDH. The potential scope of remaining tasks is provided below. II. Delineate Wellhead Protection Area(WHPA) A. Method Scoping. The initial step in delineation of the WHPA will be to assess • available geologic and hydrogeologic data to ascertain the level of effort required • to meet the wellhead rules for WHPA delineation. Minnesota wellhead rules require evaluation and consideration of the following criteria: 1. time-of-travel 2. flow boundaries 3. daily volume 4. groundwater flow field 5. aquifer transmissivity After evaluating the criteria, and in conjunction with the City of St. Anthony staff, WSB will identify the delineation approach that best serves the needs of the public water supply system and meets the rule requirements. B. Pre-Delineation Meeting. After completion of the method scoping,WSB will meet with the City of St. Anthony staff and MDH staff to discuss the delineation criteria, the conceptual model, and the WHPA delineation method. C. Delineate the WHPA. WSB will delineate the WHPA using the selected method for each of the following wells: 1. Well #3, unique number 200804 2. Well #4, unique number 200803 3. Well # 5, unique number 200524 A time-of-travel of 10 years will be used to determine the final WHPA boundary, and 1-year as well as 5-year time-of-travel zones will be shown on maps in the • project deliverables. D. Delineate the Drinking Water Supply Management Area (DWSMA). WSB will work with MDH to delineate the DWSMA using the boundary definitions contained in the wellhead protection rules (MR 4720.5 100, subp. 13) E. Draft cooperative agreements. WSB will work with municipalities within the DWSMA to draft cooperative agreements regarding the DWSMA. III. Conduct Vulnerability Assessment A. Vulnerability Assessments. WSB will conduct vulnerability assessments in accordance with wellhead protection rules (MR 4720.5210)for each well in the area of the DWSMAs delineated for the City. WSB will review the vulnerability assessment conducted by MDH to phase the well into the Wellhead Protection (WHP)program to determine whether it should be revised. Data collected for the WHPA will be used to prepare an aquifer vulnerability assessment of the entire DWSMA. IV. Delineation/Vulnerability Reporting/Deliverables A. Draft Report. WSB will prepare and submit to MDH a draft report to satisfy the wellhead protection reporting requirements for WHPA delineations and vulnerability assessments. The draft report will provide sufficient documentation to meet wellhead protection rule (MR 4720.5330)requirements for the WHPA delineation and vulnerability assessment. • 1. Draft Report. The draft report will describe the data elements considered in conducting the delineations and assessments, and the technical approach • used to make the analysis. The draft report will describe for each of the wells the following: a. hydrogeologic setting used to characterize the aquifer b. the five identified delineation criteria C. the delineation method used d. the delineation results e. data collected and used other than those provided by MDH f. a copy of the calculations performed (when a computer model is used, solution files and electronic data input will be provided) 2. DWSMA Vulnerability. Documentation of the vulnerability of the DWSMA will: a. identify the method used b. describe the geologic conditions throughout the DWSMA, from the land surface to the aquifer C. contain the data elements collected and used d. contain the maps, diagrams, reports, studies, and tables used to prepare the DWSMA vulnerability assessment 3. Geographic Information. WSB will present geographic information in electronic format using ARC/INFO and/or ARCVIEW formats. B. Final Report. WSB will update the draft report in response to comments made by the City and MDH staff. WSB will provide 10 copies of the final report. • C. Project Work Products 1. Model Input Sets. The modeling input files, as revised to meet the terms of this project and the wellhead protection rules of MDH, will be a key component of the project deliverables. 2. Supporting Data Files. Project-specific data files that define aquifer geometry/hydraulic characteristics and from which model input files are created will be presented digitally in an ARC/INFO and/or ARCVIEW format, and in the form of: a. polygons (e.g., representing zones of like hydraulic conductivity, unit base elevation, recharge values, etc.) b. lines (e.g., defining locations of various hydraulic boundary conditions) C. point data(e.g., wells) Metadata annotation will accompany these files and will contain the following: (1) description of feature being documented (e.g., stream location and elevation, bedrock elevation, etc.) (2) data source(e.g., USGS quad sheets, MGS bedrock geology GIS cover, etc.) (3) date of the source(s) (4) areas where the model input differs from referenced source(s) • FAWPWM0065-01\wlhd prop.wpd • 3. Wellhead Protection Area Delineations. The 10-year time-of-travel WHPA delineations will be delivered such that a minimum of 20 streamline traces are defined(using x, y, z, time, line id, and well unique number data attributes) in an ARCVIEW/ARC/INFO compatible electronic file format. V. Meetings A series of formal and informal meetings are expected during the course of this project. WSB anticipates a minimum of four meetings with MDH staff. Informational meetings with City of St. Anthony staff will be necessary while the project is active, and WSB anticipates that these meetings will be necessary approximately once every four to six weeks. • • FAWPWIM0065-01\wlhd prop.wpd
