ANTHONY RESOLUTION 01-070 A RESOLUTION APPROVING THE NORTHWEST QUADRANT PLAN AND AUTHORIZING PROCEEDING WITH THE SECOND PHASE OF THE PROJECT WHEREAS, a redevelopment study on the 250 acre northwest quadrant of the City, including the Apache Plaza and Salvation Army sites, commenced with the appointment of a resident Steering Committee on October 24, 2000; and WHEREAS, a draft plan was presented by Dahlgren, Shardlow and Uban, Inc. (DSU) to the St. Anthony Planning Commission on June 17, 2001; and WHEREAS, the Planning Commission recommended approval of the Plan and that the Council adopt it and implement the following findings found in the report: • The proposed Concepts and uses for the redevelopment of the area presented in the report are consistent with the City's Comprehensive Plan as amended. • The proposed Concepts in the report are consistent with the Metropolitan • Council's Smart Growth Initiative. • The Master Framework Plan provides the development community with a clear expression of the City's vision for the area, yet still flexible enough to accommodate high-quality developers. • The report and the Concepts contained in the Report genuinely reflects the community's wishes for the area. • The Concepts contained in the Report will benefit the City by, among other things, improving the Silver Lake water quality, restoring high-quality, and viable uses to the site, restoring a sense of place to the site, and providing some open space or other pedestrian-friendly amenities so that the area will be accessible and inviting to all residents. • The Concepts presented in the Report, while being financially challenging, contain some reasonable hope of feasibility. • The City remain conscious of the on-going expenses in trying to achieve redevelopment. WHEREAS, the final report by DSU, Inc. was presented to the St. Anthony City Council on July 24, 2001. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of St. Anthony hereby approves the following: • Resolution 01-070 Page 2 1. The Northwest Quadrant Final Report as presented by DSU, Inc.; and 2. Moving forward to the next step in the process which is marketing the site, Development Management Services proposed by Ehlers& Associates, Inc. and contained on pages 23-24 of the City Council's July 24, 2001 agenda packet; and the Communications Plan by Jill Schultz; and 3. Funding for the aforementioned step 2 will come from the St. Anthony Housing and Redevelopment Authority.
