A RESOLUTION ORDERING PREPARATION OF
REPORT ON IMPROVEMENT
WHEREAS, residents within the City of St. Anthony experienced flooding in July of 1997 near
the intersection of Shamrock Drive and Silver Lane, and Fordham Drive and 39`x'
Avenue and,
WHEREAS, the City of St. Anthony desires to provide all residents with flood protection to the
1%frequency storm event.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. ANTHONY,
MINNESOTA:
The City of St. Anthony authorizes WSB & Associates, Inc. to prepare a feasibility study to
evaluate the alternatives available to provide 1%flood protection to the residents adjacent to
Shamrock Drive and Silver Lane and Fordham Drive and 39`h Avenue. This feasibility study
shall be completed in conformance with the attached Exhibit A, Scope of Services provided by
• WSB &Associates, Inc. on January 15, 2002.

Scope of Services to Prepare a Feasibility Report
For
Silver Lane Flood Problem Area
Outlined below are the tasks associated with the completion of a feasibility report to address
flooding in and around Silver Lane and the intersections of Fordham Road and Shamrock Road
in the City of St. Anthony.
Task 1 - Request Background Information
As part of this task,the following information is anticipated to be collected:
• Storm Water Management Plan from the City of New Brighton
• Construction plans for the storm water conveyance system near the study area
from the City of New Brighton
• City of St. Anthony Storm Water Management Plan
• St. Anthony storm sewer record drawings
• Preliminary survey to record low building opening elevations and to verify
existing elevations and pipe sizes of the existing storm sewer within the study
area to be completed.
• Task 2—Develop Hydrologic/Hydraulic Model
As part of this effort, a hydrologic/hydraulic model with the trade name XP-SWMM, will be
developed for the Study Area using the information contained in the City of New Brighton Storm
Water Management Plan and the City of St. Anthony Storm Water Management Plan. This
storm water model will be used to evaluate improvement alternatives.
Task 3—Explore Alternatives,Develop Preliminary Cost Estimate
Upon development of the hydrologic model, alternatives will be developed which will provide
100-year flood protection to the structures,tributary to the Silver Lane storm sewer system in the
study area. It is anticipated that six alternatives will be developed. Preliminary cost estimates
for each alternative will be prepared.
Task 4—Prepare Final Report
A final report outlining the procedures followed in developing the improvement options and the
preliminary cost estimates will be prepared. Included in this task are two meetings, one with the
City of New Brighton, and the second with Rice Creek Watershed District.
The total cost to complete the feasibility study is estimated at $18,500. Attached is the proposed
schedule,with completion of the project anticipated in February 2002.
