ANTHONY RESOLUTION 02-069 A RESOLUTION APPROVING SUBMITTAL OF THE 2003 RAMSEY COUNTY SCORE FUNDING GRANT APPLICATION AND ENTERING INTO A CONTRACT FOR THIS PROGRAM WHEREAS, Ramsey County has made a portion of its SCORE funding grant revenues available to the City for its municipal source-separated recyclables program; and WHEREAS, the City of St. Anthony has completed the required grant application; and WHEREAS, the funds would be used for the City's source-separated recyclables program. • NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of St. Anthony Hereby approves the submittal of the 2003 Ramsey County SCORE Funding Grant Application and enter into a contract for this program. In 2003, will any collection services be provided under a contract? Yes No_X a. If so, provide contractor(s),address,and contact name. • b. Which type of households are expected to receive service under the contract? (If different materials will be collected based on type of housing, please describe differences.) e. What is the collection frequency? (If frequency is different based on type of housing, please describe differences.) • • 2. How will the municipality assure materials are collected in 2003 from those households that will not receive recycling collection services under a municipally-arranged contract? (e.g., ordinance provisions, licensing requirements, other mechanism) What materials are required to be collected, and at what frequency? By an ordinance requirement, whereby residential haulers are required to provide curbside recycling services to single-family residential customers at no cost. Recyclable items collected include newspapers, glass, plastic bottles,aluminum,and tin cans. Pick-up is arranged once per week by the hauler of a resident's choice (BFI, Waste Management, or Walter's Rubbish). It should be noted that while recycling services are not mandated in city code for multiple family residential units, it appears that recycling services are available to the majority of those residences as well. The City will continue to monitor the multiple family recycling scenario. City staff has driven the Village and found there are just a few cases where recycling is not available. It is safe to say the majority of St. Anthony residences have recycling services. 3. What changes are planned or anticipated for 2003? None are anticipated. • 4. How are recycling services in 2003 to be paid for, beyond any use of SCORE funds? What long- term funding source is in place for recycling services? The City picks up what SCORE funds don't. Ramsey County SCORE funds have covered the following in past years: administration costs, Clean-Up Day associated costs, city newsletter production, printing, and mailing costs,and recycling bins. The City plans to have similar costs covered by Ramsey County SCORE funds in 2003. In terms of long-term, the City would pay for expenses out of the General Fund reserves and any applicable portion of the Hennepin County grant funds. 5. Describe the municipality's source reduction and recycling promotional efforts. List types of materials to be used, intended audiences,and method and frequency of distribution. City Newsletter, Vi//age Notes- published quarterly; St Anthony Ramsey (and Hennepin) County residents and businesses are the intended audiences. Government Cable Channel 16 - information related to recycling is posted here on the bulletin board; St. Anthony residents are the audience. City Monument Sign- There is a monument sign in front of the Stonehouse, where the City • will post community events,such as Clean Up Day in May; this is for area residents. • 5., cont'd In addition, the City has flyers available in the City Hall information rack and handouts are given to new residents when they or anyone else picks up their recycling bins. The City also organizes and promotes its annual Spring Clean Up Day. The Recycling Coordinator works with the local newsletters and community groups to encourage and maintain recycling efforts throughout the City. 6. What measurable goals do you have for source reduction and recycling activities in 2003? Please describe how you will measure progress toward those goals and how activities will be evaluated. The City of St. Anthony proposes to use SCORE funds to maintain and increase participation and tonnage collected. One measurable goal is to increase publicity for recycling. In 2003, the City will bring more waste reduction and recycling information to the City's web site at www.ci.saint- anthony.mn.us. The City has recently renovated the web site and it has a new look as well as new information and improved organization. The activity will be evaluated through looking at the web site at the beginning and the end of 2003 and evaluating the web site content to see whether there is an increase. 7. If any activities will be conducted by a contractor or subcontractor, what provisions will be made to monitor and audit (sub)contractor activities? • City staff reviews the recycling volume/numbers that come in from the three residential haulers. The City requires regular reporting and monitors the reports. • • B. SCORE GRANT REQUEST 1. Please describe how a SCORE grant would enhance or improve source reduction and recycling efforts in your community. List specific activities for which SCORE funding would be used. City Administration of Recycling: to prepare recycling reports and disseminate recycling information to Ramsey County residents. In addition, the plan will be to continue put information on the city cable channel bulletin board. City Promotion of Recycling: to pay for the production, printing,and mailing of the recycling section of the quarterly city newsletter, Vi//age Notes, that goes to Ramsey County residents. Recycling Bins: to purchase recycling bins for residents to be able to pick up at City Hall. Clean Up Day: to cover personnel costs associated with the collection of recyclables and the bins, equipment, etc. for the City's annual Clean Up Day, held the first Saturday of May. 2. Please show how you intend to allocate your 2003 SCORE grant. Detail how you intend to use SCORE funds within each applicable budget area. Attach a copy of your 2003 municipal budget for all recycling activities, including all funding sources. IN-HOUSE RECYCLING PROGRAM Please describe the recycling program for materials generated at municipal facilities, per requirements in Minn. Stat. Sec. 115A.151. List materials collected and service provider(s). If any materials are brought to a drop-off center or otherwise not handled by a collection service, list those materials and describe how they are transferred. All St. Anthony city facilities (City Hall, Public Works, and the Fire Station) have in-house recycling programs for 4 broad types of materials (paper, metal,glass, plastic,and textiles). The City's hauler is Waste Management. The recycled material goes to the MRF in northeast Minneapolis. D. RESOLUTION Please attach a resolution from your governing body requesting the funding allocation or a certified copy of the official proceedings at which the request was approved. SCORE grants agreements cannot be issued without such an attachment.
