RESOLUTION 03 - 026
A RESOLUTION ORDERING PREPARATION OF PLANS, SPECIFICATIONS AND
ADVERTISEMENT FOR BID
WHEREAS, pursuant to resolution of the Council adopted May 28`h, 2002, a report was prepared by
WSB &Associates, Inc. to evaluate the City of St. Anthony's Water Supply and Sanitary
Sewer System Infrastructure,
WHEREAS, the report recommended the:
1. Replacement of the existing chlorine disinfection system at the water treatment facility.
WHEREAS, the report provides information regarding whether the proposed project is necessary, cost
effective, and feasible.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Anthony that:
1) The Council will consider the improvement in accordance with the report at an estimated total cost
of the improvement of$ 1,000,000.
2) WSB & Associates, Inc. is hereby designated as the engineer for this improvement, and is directed
to prepare plans, specifications and bid documents for making such improvements.
3) The consulting engineering firm shall prepare and cause to be inserted in the official paper and in
the Construction Bulletin, an advertisement for bids. The advertisement shall be published for one
item, shall specify the work to be done, shall state that bids will be opened on August 14, 2003.
The responsibility for bidders will be considered by the City Council at 7:00 P.M. on August 26,
2003 in the Council Chambers of the City Hall. Any bidders whose responsibility is questioned
during consideration of the bid will be given the opportunity to address the Council on the issue of
responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied
by a cash deposit, cashier's check, bid bond or certified check payable to the City of St. Anthony
for Five (5%) percent of the amount of such bid.

e` Dear Mr. Mayor, City Council and Staff:
Attached please find a resolution authorizing WSB & Associates, Inc. to prepare the final
plans and specifications for the improvements to the chemical treatment room at the St.
Anthony Village Water Treatment Plan. This project is an implementation component of the
water and sewer study which was conducted in 2002. It is anticipated that the project would
begin construction in September 2003 and be completed by the spring of 2004.
As part of the preparation of final plans and specifications, a number of options for the
E ` chlorine storage facility will be evaluated and presented to City staff for their review. At this
time, a preliminary estimate of cost to complete water treatment plant improvements is
approximately$1,000,000.
