RESOLUTION AUTHORIZING APPLICATION FOR
THE TAX BASE REVITALIZATION ACCOUNT
WHEREAS the City of St . Anthony Village is a
participant in the Livable Communities Act ' s Housing
Incentives Program for 2003 as determined by the
Metropolitan Council, and is therefore eligible to make
application for funds under the Tax Base Revitalization
Account; and.
WHEREAS the City has identified clean-up projects
within the City that meets the Tax Base Revitalization
account ' s purpose/s and criteria; and
WHEREAS the City has the institutional, managerial and
financial capability to ensure adequate project
administration; and
WHEREAS the City certifies that it will comply with all
• applicable laws and regulations as stated in the contract
agreements; and
WHEREAS the City of St . Anthony Village agrees to act
as legal sponsor for the project contained in the Tax Base
Revitalization grant application submitted on May 1, 2003 ;
BE IT FURTHER RESOLVED that the City of St . Anthony
Village is hereby authorized to apply to the Metropolitan
Council for this funding on behalf of the City of St .
Anthony Village and to execute such agreements as are
necessary to implement the projects on behalf of the
applicant .

Subject: Metropolitan Council Tax Base Revitalization Grant Application
The Metropolitan Council has funding available for asbestos abatement through its Tax Base
Revitalization Account. Ehlers is in the process of preparing a grant application for funding of
asbestos abatement at Apache Plaza (estimated to be between $300,000 and $600,000). In order for
this grant request to be considered,the application must include a resolution of support for the project
from the City in which the assistance is required(see attached copy).
The Developer is in the process of having an asbestos survey completed so Ehlers may obtain bids
for the required abatement. The estimates for this work will be received prior to submittal of the
grant application on May 1, 2003, so we can request an actual funding amount, as well as document
the nature of the contamination.
The Tax Base Revitalization account specifically provides funds to implement an approved Response
Action Plan (RAP), developed in conjunction with the MPCA, for an abatement program that meets
the requirements of the AHERA standards. If the City is awarded funding in this round of
• applications, it will assist the City in defraying the overall costs of redevelopment of the Northwest
Quadrant.
