RESOLUTION 03 - 033
A RESOLUTION APPROVING AN AMENDMENT
TO THE LOGIS HEALTH CARE PLAN
WHEREAS, the City of St. Anthony currently maintains the Flexible Spending Account Plan in
order to allow employees to pay for, and to be reimbursed for, certain medical and
dependent care expenses on a pre-tax basis; and
WHEREAS, the Plan is required to comply with regulations promulgated by the Department of
Health and Human Services under the Health Insurance Portability and
Accountability Act of 1996 (HIPAA) relating to certain privacy requirements,
codified at 45 C.F.R. Part 164 (Privacy Rule); and
WHEREAS, Section 164.504(f)(2) of the Privacy Rule requires the Plan to be amended by
April 14, 2003 in certain respects to be in compliance with HIPAA; and
WHEREAS, the City of St. Anthony wishes to amend the Plan to comply with HIPAA and the
Privacy Rule, effective April 14, 2003.
• NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony,
hereby adopts this Amendment to the Plan, per Memorandum from the City Finance Director,
attached, and to be effective April 14, 2003.
BE IT FURTHER RESOLVED, that the appropriate officers of the City of St. Anthony are
hereby authorized and directed to execute and deliver all documents necessary for the proper
implementation of the Amendment to the Plan to ensure that the Amendment hereby approved is
in effect as of April 14, 2003.

ITEM: AMENDMENT TO LOGIS HEALTH CARE PLAN
The City of St. Anthony provides health insurance benefits to its employees through the
LOGIS Group, which is a consortium of 44 Cities.
The benefit to the members of the Group is that the experience rating for health insurance
claims is spread out over a large group of participants. The benefit to member Cities is
the cost for health insurance is less for a large group versus each City negotiating an
individual contract with a provider.
• Recently, Congress passed the "Health Insurance Portability and Accountability Act."
LOGIS has amended the contract to comply with the requirements and is asking each
member City adopt a resolution approving the changes to the plan.
Recommendation:
Council pass resolution #03-033 to amend the LOGIS agreement to comply with the
Federal regulations as defined by the Stanton Group (LOGIS Administrator to Cites).
