RESOLUTION 03 - 034
A RESOLUTION AWARDING A BID FOR A
FIRE MOTOR PUMPING APPARATUS
WHEREAS, the City Council approved $330,000 in the City's 2003 budget for the purchase of
a fire motor pumping apparatus to replace a 1975 engine; and
WHEREAS, bids were called for and six bids were received by the Truck Committee; and
WHEREAS, the six bids were carefully reviewed by said Committee, whereupon a
recommendation was developed to submit to the City Council.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony
• hereby awards the bid for a fire motor pumper apparatus to the lowest bidder, General Safety, to
include the pumper's pertinent equipment, $1,000 allowance for graphics, and to transfer the two
mobile radios, for the amount of$246,916.00.

In the 2003 Capital Improvement Project Fund is budgeted$330,000 dollars for a new pumping
Engine schedule to replace a 1975 Engine. Over the past several months the fire department's truck
committee has been investigating the availability of manufacturer's demonstrators.To discover if any
available apparatus would meet our needs and provide us a savings in this purchase. Over the past
thirty days we have advertised for bid proposals from manufactures of fire motor apparatus.
On Friday April 11,2003 The Fire Department received six bids on our departments pumping fire
motor apparatus specifications.The following are the Bid proposals we received;
1. Emergency One Inc. $315,000- NewApparatus for Demo Status 2003 Typhoon
• 2. Pierce Manufacturing $309,995- (Top Mount Pump Panel) New Apparatus for Demo
Status 2003 Saber
3. Pierce Manufacturing $305,935- (Side Mount Pump Panel) NewApparatus for Demo
Status 2003 Saber
4. Custom Fire Inc. $271,965 (Custom Cab) NewApparatus for Demo Status 2003
Spartan Advantage
5. Custom Fire Inc. $265,090 (Commercial Cab) Current Demo Apparatus 2003

The Truck Committee of nine staff has reviewed all bids for compliance and accuracy with our
advertised bid specifications. The Committee has recommended to me to request of the City
Council to purchase the low bidder General Safety for the apparatus,its pertinent equipment
and$1000 allowance for Graphics and to transfer the two mobile radios,for the amount of
$246,916.
This Pumping Engine Apparatus is a current demo for General Safety Corp.The apparatus is a 2002
HME six person cab with 11,000 to 12,000 miles,a 1250 gpm pump a 1000 gallon water tank,an A
&B foam system and will be fully equipped and fully warranted as a new apparatus.The purchase
price includes several modifications in addition to all new firefighting equipment for the apparatus
replacing the current 28-year-old equipment we have on the current Apparatus this is replacing.

• The committee and I believe this apparatus will meet the needs of the department for years to come
in addition to saving $83,084 dollars from the projected cost of$330,000 dollars.We thank you in
