ANTHONY • RESOLUTION 06-039 RESOLUTION AWARDING THE BID TO ASSIST THE CITY TO PREPARE AN UPDATED COMPREHENSIVE LAND USE PLAN AS REQUIRED BY THE STATE OF MINNESOTA WHEREAS, On September 12,2005 the City of St. Anthony received a letter from the Metropolitan Council advising the City is being required to submit a Comprehensive Land Use Plan Update,which also needs to address issues as identified by the Met Council's 2030 Regional Development Framework that may impact the City's transportation,water resources management and regional parks plans;and WHEREAS, Staff prepared and sent out eight Request for Proposals for the City of St. Anthony's Comprehensive Plan Update,with three firms,Loucks Associates, McCombs Frank Roos Associates,inc. and Toltz,King,Duvall and Anderson (TKDA) responding with a proposal;and WHEREAS, These three firms were invited to present their proposals and respond to questions in a panel interview;and WHEREAS, The panel considered the materials presented, the responses received from each • firm and each proposed budget; and WHEREAS, The panel selected the firm of McCombs Frank Roos Associates,Inc to recommend to the City Council as having the most comprehensive proposal, demonstrating the most experience in working through the comprehensive plan update process and having the most responsible bid of$44,410;and THEREFORE BE IT RESOLVED that the City Council of the City of St. Anthony hereby authorizes the hiring of the firm McCombs Frank Roos Associates, Inc. to work with the Task Force and City Staff in the preparation and submission of the City's Comprehensive Plan to the Metropolitan Council.
