ANTHONY RESOLUTION 06-059 RESOLUTION PROVIDING CITY COUNCIL APPROVAL FOR THE SUBMITTAL OF THE MN DOT SAFE ROUTES TO SCHOOL 2006 GRANT APPLICATION WHEREAS, The Safe Routes to School (SRTS)program, created by the Federal Surface Transportation Act, establishing a grant program providing communities with the opportunity to improve conditions for bicycling and walking to school; and WHEREAS, the City Council, who are committed to sidewalks and trails, adopted a mission statement for the City stating, "Our mission is to be a progressive and livable community, a walkable village, which is safe and secure"; and WHEREAS, the City has worked to make St. Anthony a walkable community by incorporating sidewalks as the Bart of street reconstruction projects, such as 29t`Avenue NE in 2000, 39 Avenue NE in 2005, and the proposed 2007 Silver Lake Road reconstruction project; and • WHEREAS, the City has worked with various governmental and public agencies, including Ramsey County, Hennepin County, Three Rivers Park District and Independent School District 282, on many projects to support and participate in the construction of trails and crosswalks to enhance safe walking and biking routes to community schools and parks; and WHEREAS, the City participated in the Ramsey County Walkable Communities Initiative and held workshop in May 2006 whereby, residents and other stakeholders were invited to participate in learning about the Initiative and identifying areas of the community that are impediments to safe walking and biking; and WHEREAS, a potential sidewalk installation project identified by the workshop attendees and city staff is located along the west side of Highcrest Road between 37th Avenue NE (Co. Rd. D) and 33`d Avenue NE and from Old Highway 8 between 33`d Avenue NE and 29th Avenue NE; and WHEREAS, Wilshire Park Elementary School is located on the comer of 37th Avenue NE(Co. Rd. D) and Highcrest Road where no sidewalk exists to convey children safely to school; and • • WHEREAS, St. Anthony Middle School and St. Anthony High School reside at the intersection of 33`d Avenue NE and Rankin Road where the existing 33`d Avenue sidewalk does not have a safe crossing to the north or south pedestrian trails on Highcrest Road and Old Highway 8; and WHEREAS, The SRTS grant program would provide the impetus as well as supplemental funds to expedite the constructing of the Highcrest Road and Old Highway 8 project. NOW, THEREFORE,BE IT RESOLVED, that the City Council of the City of St. Anthony has identified as a priority the sidewalk along Highcrest Road and Old Highway 8 to provide a safe route to school for the children that attend Wilshire Park Elementary School, St. Anthony Middle School and St. Anthony High School; and BE IT FURTHER RESOLVED that the City Council for the City of St. Anthony agrees that City Staff should prepare and submit an application to the Minnesota Safe Routes to School Grant Program for funding consideration of the aforementioned sidewalk project. • Adopted this 27th day of June 2006.
