RESOLUTION 06-080
RESOLUTION AUTHORIZING THE ADOPTION OF THE
ICMA RETIREMENT CORPORATION'S
VANTAGE HEALTH CARE SAVINGS PLAN
FOR ELIGIBLE CITY EMPLOYEES
WHEREAS, the City of St. Anthony values its employees; and
WHEREAS, the City of St. Anthony is interested in establishing an opportunity
for eligible employees to participate in a health care savings plan
that would defray some of the costs of post employment health-
related expenses using pre-tax dollars as allowed under IRS
regulations; and
WHEREAS, City staff has reviewed those post-employment Health Care
Savings Plans (HCSP) as allowed under Minnesota state statute
#352.98; and
• WHEREAS, as participants of an HCSP, City employees will defer a portion of
their bi-weekly salary for deposit into an HCSP for the payment of
eligible health insurance premiums and/or healthcare expenses
after the separation of service from the City of St. Anthony; and
WHEREAS, there will be no contributions from the City into the plan other than
those designated by the employee; and
WHEREAS, the City Council has determined that the establishment of the
health care savings plan (HCSP) serves the above objectives; and
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of St.
Anthony hereby adopts the Plan in the form of the ICMA Retirement
Corporation's VantageCare Retirement Health Savings program for
eligible City employees and the City Manager or designee is hereby
authorized to execute the Health Care Savings Plan on behalf of the City.
BE IT FURTHER RESOLVED, the City of St. Anthony Personnel Policy is
amended to include the Health Care Savings Plan as adopted by the City
Council.
