RESOLUTION TO APPROVE A CONDITIONAL USE PERMIT FOR
TWIN CITIES CHRISTIAN ASSEMBLY, 2526 HWY 88 #535,
NORTHGATE BUSINESS CENTER
WHEREAS, Mr. Julius Chu is a member of the Twin Cities Christian Assembly that is
located at 2526 Highway 88 #535,Northgate Business Office; and
WHEREAS, Twin Cities Christian Assembly has been renting space at the Northgate
Business Center since July 2006; and
WHEREAS, Twin Cities Christian Assembly contacted the Fire Department for an
Occupancy Certificate, at which time they were informed that they may also
need a Conditional Use Permit; and
WHEREAS, Mr. Chu contacted City Staff to apply for a Conditional Use Permit and
scheduled a Concept Review before the Planning Commission; and
WHEREAS, A Public Hearing was held at the regularly scheduled July 15, 2008
Planning Commission meeting; and
WHEREAS, No one appeared before the Planning Commission in opposition to the
application for the Conditional Use Permit for the Twin Cities Christian
Assembly. Staff reported that no calls or letters had been received in
opposition to the CUP application; and
WHEREAS, The Police Department had received no complaints regarding any of the
activities of the Twin Cities Christian Assembly;
WHEREAS, The Planning Commission found that the hours of operation were not
disruptive and parking for the members was sufficient; and
WHEREAS, The Planning Commission determined that the Twin Cities Christian
Assembly's use at the subject location met the criteria as specified in the
City Code's Zoning Ordinance:
1. The requested conditional use is one of the Permitted
Conditional Uses specifically listed for the zoning district.
2. That the requested conditional use permit will not be detrimental
to health, safety, or general welfare of persons residing or
working in the vicinity or injurious to property values or
improvements in the area.
3. The requested Conditional Use Permit is considered necessary or
desirable at the subject location to provide a service or a facility
which is in the interest of public convenience and will contribute
to the general welfare of the neighborhood or community.
WHEREAS, The Planning Commission also added as a condition that the Twin Cities
Christian Assembly receive an occupancy permit from the Fire Department
and Building Inspector, as appropriate.
NOW, THEREFORE, BE IT RESOLVED, that the City of St. Anthony has completed its
consideration of the request for approval of a Conditional Use Permit for
the Twin Cities Christian Assembly to provide services for the Chinese-
speaking members of our community at 2526 Hwy 88 #535, Northgate
Business Center, Commercial Zoning District and do hereby approve this
request from Mr. Julius Chu, dated June 19, 2008.
