ANTHONY COUNCIL AGENDA April 23,1974 1. Call to Order 2. Roll Call 3. Council Minutes 4/9/74 4. Council Board Reports a. Human Relations Minutes 4/2/74 -Review Action: File b. Planning Board Minutes Wil Johnson will present the Planning Board Minutes to the Council. 5. Public Hearing 6. Ordinances/Resolutions a. Ordinance re: Biennial Flections. Larry Vickrey, City Attorney ' I has prepared the attached ordinance based on the council's direction when we last discussed the problem and taking into consideration clarifying language the legislature adopted in the 1974 session. ACTION: Recommend approval. 1st Reading b. Resolution re: Mirror Lake Manor Special Assessments. This resolution is primarily bookkeeping in nature, it reapportions the special assessments on the property occupied by Mirror Lake Manor so each unit is allotted its • proportionate share of the opecials. ACTION: Recommend approval. c. Ordinance Amending Ordinance 1010.25, Subd. 2. This amendment will require that the owner of any impounded animal must pay for the costs of picking the animal up as well as room and board, etc. With passage of this amendment we should not incur such great costs for our animal control pro- gram and we should be able ;o patrol more frequently because of this. 7. Old Business a. Human Relations letter to Judge Arthur. Please have any comments, etc. prepared so the letter can be returned to the HRC for mailing to Judge Arthur. b. Ice Comstock re: 1974 preliminary report on streets. Ice Comstock will be in attendance to discuss the preliminary report that you received at the last meeting. c. Sun Newspaper-The Council has been invited by the editor of the Sun papers in this area to a luncheon to discuss the service the Sun provides to St. Anthony, etc. ACTION: Council 8. New Business a. Tennis Court Lighting Bid Award tabulation attached. The St. Anthony School Board has voted to participate for 1/2 of the cost of installing lighting for all of the tennis courts. -2- ACTION: Recommend Council award bid to Electric Service Company in the amount of $10,665.00 for lighting three sets of two tennis courts. 9. Communications/Petitions a. Minn. Public Works Assoc. The letter requests that the Council proclaim the week of May 19th thru the 25th as Public Works Week. ACTION: Recommend council proclaim Public Works Week b. Suburban Public Health Nursing District-Announcement of annual meeting. ACTION: Recommend that someone from council attend annual meeting. c. LMM Convention Registration-Anyone who is planning to attend please notify me so I can send registration in and check. d. Mr. . Roy Anderson regarding water pressure project. Mr. Anderson is requesting that some provision be made to vent the system at the top of the bill his home. ACTION: I wcilld seriously question whether it is adviseab le unless there are Flans to do this at all other high points in the city. 3.0. Reports a..f Police Dept.& Fire Reports for Month of May-Please call if you have any questions and answers will be provided at the meeting. • b. Memo regarding schedule for remodeling City Hall. I will have to bring the schedule or memo to the meeting as I haven't been able to acquire all of the required information from our attorney and architect yet. 11. Licenses a. This payment is for the labor consulting service we have available through the league. ACTION: Recommend approval b. City of Mp18.$9876.94. This bill is for the installation of Lowry Avenue in the area of the KFC and the now closed grocery. It is below our engineers estimate and appears proper. ACTION: Recommend approval. 13.
