Geri Evans-Community Advisory Board Report 5. Public Hearing-None 6. Ordinances/Resolutions a. Resolution 74-023 A RESOLUTION MODIFYING THE 1974 BUDGET. The attached resolution is a bookkeeping procedure to transfer budgeted funds from areas that will have surplus funds to areas where we will or have exceeded the budget. I will be happy to provide further explanation at the meeting. ACTION: Recommend approval. 7. Old Business a. Mr & Mrs. Chester Nelson regarding assessments. I have checked the minutes, resolutions, etc. regarding this assessment and find no mention of • the discussion mentioned in Mr. & Mrs. Nelson's letter. In addition, I should point out that the interest charged the property owners is always in excess of that paid for the bonds to make up for any deliquencies, etc. that occur. Any surpluses left in any bond funds go into the construction fund for the purpose of making up deficits that might occur in other bond funds and so that there are always some funds available to pay start up costs,etc. for future improvement projects. ACTION: Recommend we take no action regarding request. b. Ice Comstock City Engineer regarding 29th Avenue. Ice Comstock, City Engineer will present a report regarding the findings from the soil borings and on the costs of some of the alternates we might choose when rebuilding the street. c. Discussion of Stinson Boulevard improvement by Mpls. Park Board.-Mayor Miedtke requested that this item be put in for discussion purposes. d. Newsletter Articles-Enclosed is a rough draft of the newsletter for your review. 8. New Business a. Village of Apple Valley regarding Metro Growth policy draft. The enclosed letter is for your information. • b. Hennepin County Road Construction Program. Letter from Dorsey Firm. You will find the letter in your agenda. O ACTION: Recommend we inform Hennepin County we have no intention of participating in costs relating to improvements they plan. c. Metro Council-Request for participation regarding recommendations to legislature. The information from the Metro Council is enclosed. ACTION: Council d. Rick Johnson regarding drainage problem at 3306 Belden Drive. Mr. Johnson will present at the meeting. The problem Mr. Johnson wants to discuss is in regard to a storm sewer that the city has through his property that interfers with where he wants to locate a new house on the property. In no circumstances would I recommend that we allow him to build over the line. Either the line should be moved and the proposed house should be located so it won't be over the storm sewer. 9. Communications/Petitions a. Letter-Irwin Lamppa Construction regarding sub contractor for water project. Enclosed you will find a letter from Mr. Lamppa. ACTION: Ice Comstock will have a recommendation for the council. b. George M. Hansen Company regarding 1975 audit. Letter is enclosed for your information. ACTION: Recommend we request George M. Hansen Co. to perform 1975 audit. • c. Metro Council letter regarding Regional Rec. Open Space. Letter enclosed. ACTION: Recommend we request that they include Salvation Army Camp as future site. d. Comstock & Davis letter regarding St. Paul Sanitary Sewer Billing 1970 letters enclosed. ACTION: Recommend we approve payment. 10. Reports a. Investment Report-Informational b. Addition to Election Judges List-Letter from Dorsey enclosed. ACTION: Recommend appointment as submitted by clerk. c. Fire & Police Report for July-Reports enclosed. ACTION: File 10A. Reports by Mayor, Councilmen & Manager a. Public hearing regarding Ramsey County Improvement. Ramsey County has scheduled a public hearing for 7:30 P.M. September 18th 7:30 P.M. in the community room at Apache. ACTION: Recommend we concur and that council attend. 49 11. Licenses HEATING-Consolidated Plumbing & Heating ACTION: Recommend approval 12. Payments a. Electric Service Company $3,165.00 tennis court lighting. ACTION: Recommend approval as lighting is substantially complete and we will retain $11000 until completed. b.
