a. Discussion of Ramsey County/Silver Lake Road project including signal
installation at 39th and Silver Lane and Silver Lake Road. I talked to Dean
Anklan, Ramsey County Engineer, this week and he indicated that if we could
not acquire the easements for the project the county would probably scrap the
project. I informed him that at no time until early this spring were we
informed of or requested to acquire the easements and made no agreement that
we would acquire them except that I told them I would attempt to get them
signed. I don't feel it is our duty or obligation to obtain them and further-
more we have fax fewer resources and personnel to do the job with.
ACTION: Council
8. New Business
a. Kiwanis Peanut Sale-Vern Peterson. Mr. Peterson will be at the meeting
to request permission of the Council for the Kiwanis to sell peanuts again
this year.
b. Michael Carroll regarding driveway. Mr. Carroll lives at 3829 Foss Road
which is the first lot south of the unimproved city right of way for 39th
Avenue N.F. The rear of his property ab utts the holding pond and St. Anthony
Millwork is across the unimproved right of way from him. When we regraded
the right of way recently we rebuilt Mr. Carroll's driveway which comes
from the back of his house unto the right of way and then out unto Foss Road.
This is the second time we have redone his drive when the right of way was
altered. He and his wife have informed me that they feel that the drive is
not safe as we redid it.
ACTION: Recommend we either inform Mr. Carroll he will have to be satisfied
with the drive or improve 39th Avenue N.F. by regrading, paving and install-
ing curb and gutter and provide him with an altered access and assess him
for the benefit. Another alternative would be for him to make his access
off of Foss Road which would solve his problem.
c. George Wynn re: Village Celebration. Mr. Wynn will be at the meeting to
request permits, etc. for the meeting.
Is ACTION: Recommend we waive fees and grant permits.

9. Communications/Petitions
a. Letter from Hennepin County re: Revocation of CSAH27. Letter enclosed.
• ACTION: Recommend that we request that Hennepin County overlay and complete
all necessary repairs before we accept.
