6. Ordinances/Resolutions
a. Resolution 74-034 Holien's lst Addition Lot Split. The adoption of this
resolution is necessary so the special assessments, taxes, etc. can be split
according to the new plat.
ACTION: Recommend approval.
b. Resolution 74-030 Resolution regarding Human Relations Committee. The
attached resolution incorporates the changes made by the adoption of Res.
• 71-013 and the change regarding age that the council requested now and
repeals the two earlier resolutions to provide us with one comprehensive
resolution. The adoption of this resolution should cut confusion in the
future and give us a more readable document to send out to new HRC members.
Resolution 71-013 and Resolution 68-040 are enclosed for your information.
ACTION: Recommend approval.
7. Old Business
a. Lamppa Construction re: Water Improvement Project 1974-1. Attached
please find a letter from Lamppa regarding Ice's letter regarding liquidated
damages. The project is now in and operating satisfactorily and we are in the
process of taking compaction tests. Provided the tests are satisfactory I
would recommend we deduct the cost of the landscaping -pay Lamppa off-final
the project out and do the sodding ourselves next spring.

b. Discussion of Newsletter, newspaper, information boards, etc. Councilman
Haik requested that this item be on the agenda because of comments, complaints,
etc. she has heard regarding our Newsletter, notice of meetings, legal
newspaper, etc.

• 9. Communications/Petitions
a. Post Office regarding parking. I have been contacted by Mr. Johnson of
the Columbia Heights Post Office requesting that we prohibit parking in
certain areas along Foss Road and Macalaster Drive in front of the apartment
buildings so they can park to make deliveries.

ACTION: Recommend we either provide delivery zones or prohibit parking on
• one side of each street as the streets are becoming rather crowded when
people park on both sides of the streets and this can hamper emergency
vehicles and is hazardous to children.
b. Letter from New Brighton regarding overpass on Silver Lane.
ACTION: Recommend we either send a representative to the hearing or send a
letter or resolution expressing our feelings.
10. Communications/Petitions
a. League of Minn. Municipalities regarding Federal Fair Labor Standards Act
Litigation. Carl Wycyawski, President IMM has requested that all members
of the League, if they can, contribute to a fund to be used to challenge the
validity of the Fair Labor Standards Act. This is the act that will cause us
problems with our fire department working tours and schedules as well as the
hours and rescheduling of liquor employees.
ACTION: Recommend we join the suit by contributing $50 as requested by the
IMM.
b. City of St. Paul-NSP Rate Case. Attached please find a letter from the
St. Paul Attorneys office requesting we join them and I assume contribute
to their bird dogging NSP's up coming rate increase request.

b. Hans Selvog-Regarding youth work. Enclosed is Han's letter to the HRC.
In addition, Marlys Berg asked that I extend the HRC invitation to attend
their meeting and hear Han's presentation.

c. Report on Assessment Procedures. Enclosed you will find a memo prepared
by James Fornell and a bulletin from the LMM regarding assessment procedures.
ACTION: I would like the Council to generally review the memo and bulletin
and provide Jim and I with guidelines for preparing a policy for the council
ie-indicate items you consider absolutely necessary or that definitely should
be excluded from our policy.
d. Report re: City Hall the attached memo is intended to answer some of the
questions the Council has had regarding the possibility of our moving to
Parkview School for a City Hall. Further information will be provided as soon
as possible.

13. Payments
a. Change Order Henning Nelson $376.19 regarding liquor remodeling. Fn-
closed is the request which is for decorative outside lighting for the
liquor store which we need to replace two old lights which we plan to install
in Central Park.
ACTION: Recommend approval.
b. Dorsney Firm $2,192.19. Payment has been verified.
ACTION: Recommend approval.
c. Constructive Design $220.00. Payment has been verified.
ACTION: Recommend approval.
