a. Resolution 74-039 A RESOLUTION MODIFYING THE 1974 BUDGET
The enclosed resolution is a routine bookkeeping resolution that will
accomplish the transfer of funds from accounts that are short to accounts
that have surplusses so that all accounts end up in the black for the year.
ACTION: Recommend approval.
b. Resolution 74-040 A RESOLUTION MODIFYING THE 1974 BUDGET
This resolution accomplished the transfer of money from the miscellaneous
receipts fund to the expenditure fund that the money was spent from.
• 7. Old Business
a. Discussion of bulletin boards or message boards for announcing city
meetings. I will have pictures of the various types available and prices
for you to review.
b. Assessment Policy - In your folder you will find a proposed policy, memo
from Jim regarding past assessments and a report from Larry Hamer, Public Works
Supt. regarding the city streets and other functions under his control.
ACTION: I recommend we review and revise as Council desires.
c. Gordon Hedlund.-Applications for public hearing for rezoning for Country
Kitchen and hearing for conditional use permit for office building. I don't
have the applications at this time but will include them if I receive them
before we send agendas out. I believe the Country Kitchen will be in the
same location as we saw previously and the office building is proposed for
the small .green house on the south end of the property.
ACTION: Schedule public hearings if applicable.
8. New Business
a. Discussion of fertilizer use in parks. The maintenance department presently
uses approximately four tons of fertilizer in the parks each year. With the
shortages of fertilizer and food that now exist I question whether we should
continue this practice. If we stop applying fertilizer we will probably not
• have as attractive parks as we presently do but I don't know if there would be
much difference. We ivould save some money by discontinuing fertilizer
applications also.

b. Salvation Army Agreement-I have met with Jim Broom, Camp Director for the
Salvation Army Camp, and reviewed the attached agreement. He has the approval
of the Salvation Army to enter into the agreement or an indication that they
will enter into it. If the agreement meets with your approval I suggest we
redo it, prepare Exhibit C, determine how much we are willing to expend each
year and them execute it as soon as possible so work can begin.
9. Communications/Petitions
a. Lamppa Construction re: Water Project 197+-1. There is a letter from Mr.
Lamppa enclosed and Ice Comstock will have a report for the Council regarding
the status of the project and the contract.
