Refer to minutes of 3/25/75 council meeting.
6. Ordinances/Resolutions
a. Resolution 75-022. RESOLUTION VACATING A PORTION OF COOLIDGE STREET.
Easement to be signed by Northgate owner. This item has been tabled from
the 3-11-75 meeting because of the absence of council members. I have
attempted to contact the property owner adjacent to the West half of the
street and have been able to get no response.
ACTION: Recommend we only vacate East half subject to receiving utility
easements.

a. Gordon Hedlund re: Left turn lane for property East of Silver Lake Rd.
Mr. Hedlund has indicated to me that he has had discussing with Ramsey Co.
regarding inclusion of a left turn lane in the southbound lane across from
the Mobil Station or approximately at 40th Avenue N.E. This left turn lane
if added now before reconstruction to the road begins would be fairly
inexpensive and could be charged to property owner. If installed after
reconstruction it would have to be assessed and would be more costly.
b. Discussion of insurance bids in June 1975. When we last bid out our
insurance in June of 1972 the bids were specified as being for three years,
although our consultant Mr. Wm. Peet recommended they be for 6 years. In
light of Mr. Peet's recommendation and because of the existing phenomenon
in our country i.e. that everything must increase in price whenever anyone
gets a chance to increase it. I would recommend that we negotiate an
extension of our present policies if we can do so satisfactorily. For those
who weren't here in 1972 or don't know the city has two general types of
coverage we bid out, they are a comprehensive package that covers everything
i.e. fire, theft, liability, etc. except workman's compensation and then we
also bid workman's compensation. The present carriers are Alexander &
P.lexander of St. Paul for the comprehensive package and the Armstrom Agency
of Blaine for our workman's compensation coverage.

c. Discussion of number of subsidized units we have been allotted under rent
• subsidy program. Nancy Reeves called this week to let me know we had been
allotted 22 units under the Section 8 Housing program. This is the maximum
we could have but to achieve that number we will have to have enough units
where the rent qualifies enough applicants, and enough property owners
willing to accept the units before we'll achieve that number.
ACTION: Informational
d. Marie Michelhoff regarding selling flowers on S.W. corner of Silver
Lake Road and 37th Avenue during Memorial Day holiday.
ACTION: I would recommend we turn down this request for the following
reasons:
1. The property is zoned RI
2. The potential traffic hazard
a. If the Council remembers we have had and continue to have traffic
problems on the N.F. ccrner when too many people are attracted
to patronize the business there.
b. There is inadequate parking and on street parking is too
dangerous.
c. Even if the lot is used for parking ingress and egress is too
hazardous.
d. If weather conditions are unfavorable the streets will be
• rendered more hazardous by mud, etc. carried off the property
by vehicles.
9. Communications & Petitions
a. Jaycees re: Honey Sunday-material enclosed.
b. Rod Hopp Shows regarding permit for carnival at Apache Plaza. This
request comes from Mr. Rod Hopp who will be under contract by the owners of
Apache Plaza not the Merchants Association. I have asked the Merchants
Association if they are supporting Apache's action and expect a call before
the meeting confirming that they are. The reason I have requested this is
that last year after we approved the carnival in the St. Anthony Center
several of the merchants indicated they didn't support the carnival or want
it.
ACTION: Recommend approval if Merchants su.)port it but require security
patrol so hopefully we won't have repeat of stabbing we had when last
carnival was at Apache.
c. League of Minnesota Municipalities-Informational

e. Association of Metro Municipalities regarding restriction on local
land use and development controls. I will be prepared to discuss the
enclosed with Council.
