5. Public Hearing
a. Public Hearing regarding Walkway--North of 37th on Silver Lake Road. We
have had to postpone the hearing until June 10th. The Sun Newspaper
published our notice in the South St. Paul Sun instead of the N.F.
Suburban Sun. We should consider the letter from Ice regarding alternatives
in the area of Silver Lane though.
6. Ordinances & Resolutions

b. Resolution regarding Sale of Certificates of Indebtedness. I haven't
received the resolution from Mr. Flader of the Dorsey Firm yet but I plan
to have it at the meeting.
• ACTION: Adopt resolution so certificates can be sold for equipment.

a. Quotes regarding repair of tennis courts. Enclosed is the quote from
Action Courts. We are supposed to have additional quotes before Tuesday.
b. Bill Olsen.-Metro Flea Market regarding signing.Mr. Olsen operator of
Metro Flea Market feels that his business should qualify for a larger
sign as a shopping center would. I advised him that the Council would have
to make a determination as to whether his business qualifies as a shopping
center, etc. Mr. Olsen will be present to discuss the situation with the
Council.

9. Communications & Petitions
a. Letter from Rosemarie Christen regarding caboose. A light would cost
approximately $60 per year however the Council should be aware that we will
already exceed our lighting budget for the year.
b. Ramey County regarding left turn lane off Silver Lake Road. Letter
attached.
• ACTION: Recommend we approve counties installing left turn lane provided
landowner sign agreement before construction begins and either gives the
city a deposit of an amount that will exceed the counties estimate for the
cost of the work or puts money in escrow.
c. Letter from Ramsey County League-Informational
d. Letter from residents regarding bus stop.
• ACTION: Recommend we forward to MTC.
e. Constructive Design regarding estimate. Recommend we have Constructive
Design begin plans.
f. Letter regarding Tennis Court at Silver Point. I don't believe that
putting a tennis court at the location Mr. Perry suggests is practical
because of parking,pedestrian traffic, etc. and furthermore we don't have
the money.
ACTION: Recommend we deny request.
10. Reports
a. Assessment Policy-Copies of the proposed assessment policy are enclosed.
ACTION: Review, amend, etc.
b. Ice Comstock regarding 29th Avenue N.F. City Engineer, Ice Comstock
will have a comprehensive report regarding 29th available for us.
ACTION: Recommend we decide to do some type of major upgrading to the
street so we can accomplish it this construction season.
c. Report from Larry Hamer regarding Anthony Lane North. Attached is
• Mr. Hamer's report. I have discussed the problem with the Police Chief
also and he recommends NO Parking at any time.
d. Police & Fire Report. If you have any questions, please call.

10A. Reports by Mayor, Manager and Councilmen
a. Affirmative Marketing Plan Report. Councilman Donna Stauffer has
provided the Human Relations Committee with some suggested changes and
we expect them to return the plan or report on the plan at this meeting.
