a. Ordinance!975-001 an ordinance rel-ating to Sanitary sewers: amending
Section 235 of the 1973 code of ordinance by adding Section 235.44. The
ordinance as enclosed should handle the problems we have with drain tile
etc. Ice Comstock and myself have met with the Metro Waste Control Dist.
to discuss a p6apible grant, �:.<� to cover inspection costs and expect to
hear from them in the near future.
ACTION: Recommend passage of ordinance.
b. Ordinance 1975-003 relating to sewer rates and charges.- second reading.
The attorneys office has reviewed the ordinance and approved as to form.
• ACTION: Recommend second reading.
T. Old Business
a. Memo regarding Parkview - I have revised the memo slightly but feel the
estimates contained therein are reasonably. close to what we will have to
spend to maintain both buildings. I have met with Dr. Renz and Bob Otto
both and discussed the building lease costs and have been assured that the
$22,355.00 is their bottom dollar although this is contrary to what was
indicated to me before
ACTION: I have alternatives (1) Lease building at the school districts
price which could be pared slightly by the cities providing free water
and sewer. (2) Request that the whole building be leased or given to us'
and we in turn could lease warehouse space back to the school and attempt
to lease whatever other space is left over. (3) Stay in present building
as is indefinitely because of poor economic climate. Althoh there
should be some remodeling to bring building up to codes. (41 Have bond
election this fall or next spring for remodeling present building.
I wanted to point out to the council also that I feel strongly that we
could remodel both buildings for less than the $58,000.00 the architect
has indicated it would cost.
I will have information available from the School District regarding the
cost of maintaining Parkview etc. The information will be in the agenda
if time permits otherwise it will be provided at the meeting.

8, New Business
a. Letter from Larry Thompson, Wayzata City Manager regarding police
standards study. The attached letter is self explanatory and I feel we
should become involved however, we do not have sufficient funds budgeted.
ACTION: Recommend council authorize budget transfer from Special Police
fund.
9. Communications & Petitions
a, Roscoe Smith - Park signs on Macalaster Drive South of 39th Avenue.
ACTION: Recommend we leave parking restrictions as they are as I don't
believe there is any solution that will make everyone happy,
b. Apache Plaza regarding Circus - letter attached
ACTION: Recommend approval subject to furnishing certificate of insurance
etc. I suggest we make Apache responsible for water bill instead of
Circus owner,
c. Pioneer Paper regarding paper - letter attached.
ACTION: Recommend that- the maintenance Department be responsible for
loading truck and income be retained by City rather than having civic
groups do it, otherwise I feel we will have a real litter and nusiance
problem,
d. Agreement - Metro Waste Control- The attached agreement is to allow
the metro sewer board to replace and maintain the meter in the Foss Road
• lift station. In addition the agreement calls for installation of a gate
valve to be installed and for St. Anthony to pay up to $300,00 of the cost.
The valve is not necessary but will make it easier for Metro Sewer to service
the meter and for St. Anthony to repair the lift station,
ACTION: -Recommend approval subject to the attorney and engineer approving
the agreement they both have received copies.
