a. Ordinance 1975-005. An Ordinance Relating to Sanitary Sewers. We
should establish the date for a public meeting
regarding this ordinance. Maybe we should
consider doing it after our October/November
newsletter goes out.
ACTION: Council
7. Old Business
a. Discussion of progress of committee studying 29th Avenue. Councilman
Sauer & Stauffer.
b. Schedule special public meeting regarding turnback of Silver Lane by
Ramsey County. If the Council wants to pursue the turnback of Silver
Lane by the county we should establish the date for a meeting to
discuss it with the residents before we submit the request to the
county.

8. New Business
a. Purchase of Service Agreement with Metro Council-The attached agree-
ment is needed to implement the rent subsidy program.
ACTION: Recommend approval .
b. Letter from Suburban Public Health Nursing Service re: budget.
This letter is intended to prepare us for a 28.20% increase in the per
capita funding for this district. Actually our bill will increase
more than 28.2% in that they have also switched from using the 1970
census to using the 1975 Metro Council estirrate. Our bill would be
approximately $3,750 for 1976. 1 feel this is very high for the number
of people we have benefiting. If you haven't noticed our case load
has dropped steadily the last to or three years.

c. Roy Anderson & John Wagner of Kiwanis regarding Peanut Days Sale.
The gentlemen listed above will br present to request permission to sell
at street corners, etc. in the city and to request the Mayor to proclaim
• September 26th as Kiwanis Peanut Sales Day.
ACTION: Recommend approval of request to sell as we have had no problems
in the past.
9. Communications & Petitions
a. Letter from Ramsey County regarding Co. Rd. C. Informational .
ACTION: Council should set time and date for meeting.
b. Letter Minnesota Department of Economic Development re: Internal Rev-
enue Bond Financing. Informational . I don't feel that this information
is adequate for me to make any recommendation to the Council and I will
try to acquire additional information.
c. Letter from Ramsey County regarding Lake Surface Use Plan. I feel
the study suggested is long overdue and we should urge the county to
proceed, however I don't feel the Committee needsi,to be a Committee of the
Ramsey County League.
ACTION: Council
d. Report regarding Uncollectible checks (Liquor Store) report attached.
Please keep confidential . The loss this year is lower than for previous
years and I feel it is due primarily to the hard work of the liquor
• manager and his assistant.
ACTION: File
e. Problem with walkway between 29th Avenue and St. Anthony Boulevard.
I have contacted the Minn. Hwy Dept. regarding this problem and they
indicated they would advise me on what action they would take in a week
or two.
f. Dorsey Firm regarding zoning laws. Informational . This type of
situation could occur on Silver' Lake.
g. Dorsey Firm regarding Special Assessments. Bill Soth who prepared
this letter and has analyzed the whole situation will be at the meeting
to discuss it with the council .
ACTION: I would suggest we take action to collect these wnnies immediat-
ely. Any recertification has to be in by Or.tober to collect next year
so we should act soon.
