6. Ordinances & Resolutions
a. ORDINANCE 1975-007 AN ORDINANCE RELATING TO THE PARKING OF VEHICLES
AMENDING SECTION 720:05 OF THE 1973 CODE OF ORDINANCES. The City Attorney
has revised the ordinance acccrding to the directions of the 9/23 council
meeting.
ACTION: Recommend approval .
b. Resolution 75-039. A RESOLUTION TRANSFERRING CETA MONIES RECEIVED TO
PAYROLL, PENSIONS, AND INSURANCE ACCOUNTS. This resolution transfers
• revenues received from the County to the appropriate expenditure accounts
to cover costs incurred.
ACTION: Recommend approval .
7. Old Business
a. Parkview Remodeling. Fran Schuck will have the plans for the Parkview
remodeling work at the meeting. The City Council must authorize the
advertising for bids,
ACTION: Recommend the Council authorize the Manager to advertise for bids.
8. flew Business
a. State Deferred Compensation Plan For Local Government Employees. This
plan was created by an act of the 1975 legislature, pending IRS approval .
It allows employees to make contributions to one of three retirement funds,
paying income taxes on the money when it is withdrawn. The only cost to
the City is the time it takes to do the slightly additional bookwork.
It is not a matching employee-employer program. This year's enrollment
period ends December 15th.
ACTION: Recommend approval .

a. Letter from Donald M. Fraser regarding revenue bonds. Informational .
b. Letter from Roger Lauferburger regarding status of bills regarding
aid allotments for MSA streets. Informational .

C. Letter from the City of Maplewood regarding a resolution waiving
' building permit fees for residential work of a maintenance nature.
• Maplewood officials feel that such fees discourage property owners from
making the improvements.
ACTION: Presently, Harry is charging a minimal $5.00 fee for such building
permits. . .no charge for driveways. I don't feel such is unreasonable;
with the budget squeeze, although the receipts are minimal , I would re-
commend not adopting a similar resolution. Such reasoning has more validity
in the central cities , I feel .
c. Letter from North Suburban Day Activity Center regarding funding
request in the amount of $659.40.
ACTION: Council
e. Letter from the Board of Hennepin County Commissioners regarding
revenue and tax levy schedule. If youhave any questions or want more
information, I ' ll try to obtain it.
f. Letter from Ramsey County regarding schedule a date for the inform-
ational meeting on the improvement of County Rd "D". I suggest either
sometime the first week in November or the last week in October. Give me
a couple acceptable dates and I ' ll set the meeting up. Ue should notify
all property owners abutting "D" in St. Anthony about the meeting.
