a. Ordinance 1975-007. AN ORDIMAMCE RELATIMG TO THE PARKING OF VEHICLES:
AMENDING SECTiOM 720:05 OF THE 1973 CODE OF ORDINANCES
I have revised the ordinance in accordance with our discussions at the
last meeting.
ACTIOM: Recommend approval as is and if we see problems developing during the
forthcoming months we can amend the ordinance.
7. Old Business
a. Discussion of drainage problem in area of 39th E Fordham. Over the past
several years we have alternately received requests from the gentleman who
owns the two vacant lots at the corner of 39th and Fordham and the residents
north of there to do something about the drainage problem that exists there.
• I have 'declined the owners requests to run a storm sewer line to the rear of
the properties to take care of the drainage as it should be his responsibility
to do any work necessary on the property itself. However, we are faced with
numerous calls every spring and after each bad storm to pump the area out and
in order to prevent a tragedy like a child drowning we have been pumping the
area out. The pumping is quite costly and provides no long term solution.
Therefore I would recommend that we install a catch basin behind the curb but
on the boulevard in the area of the drainage easement. We will also have to
straighten out the drainage ditch so it runs over to our catch basin. By doing
this we will solve the ponding problem and the property owner or future owners
will be able to connect into our catch basin and put in the drainage they will
need to develop the lots.
ACTION: Recommend we authorize the maintenance department to install catch
basin and straighten out ditch.
8. New Business
a. Discussion of presenting honorary citizenship certificates to A.F.S.
students. Does the Council want to set a date to make the presentation
so the staff can make the necessary arrangements.
b. Mr. Henry Zeug has submitted his resignation as city plumbing inspector
effective December 1st. Mr. Zeug has worked for the city since approximately
1953 and his service to the city has always been outstanding. (feel it
should be appropriate if we presented Mr. Zeug a certificate of appreciation
is
for his long faithful service.
c. Canvas Election. When election officials have completed the tabulation
of election results the Council should canvas the results.

• d. State of Minnesota regarding Dutch Elm Disease Control Program-Material
enclosed. Staff will be prepared to discuss.

10. Reports
a. I have checked the speed limit signs on all of our county roads and find
that there appears to be adequate signs at all entrances to the city as well
as near the major intersecting streets. The signing of Silver Lake Road north
of 37th Avenue hasn't been revised since the reconstruction but will be soon.
b. Discussion regarding sports building. I don't know how the Council plans
to proceed with this matter but if you plan to Give it any further consider-
ation I would like to have several weeks to compile some information from
communities who have Ice Arenas and/or multi-purpose sports buildings.
