Ordinance & Resolutions a. 1975-005 AM ORDINANCE RE SARD i Nt(: .SAN i TARP SEWERS. The erd i nance as amended to delete the effective date is enclosed. Memo enclosed. 7. Old BLIsiness a. Ed Hance regarding Wrangler Day. Mr. Hance will be requesting" 04t the council Fay part of the cost of the celebration to offset a deficit they incurred. ACTION: Council b. Clarence Gould-Warehouse on Foss Road. Mr. Gould has provided us with • a rLuc5th sketch of the landscaping and some drawings or pictures of the hui ;ding. After looking at the plans I feel we should require Mr. Gould to move the building to the south and move the garage to the side instead of the fraiit of the building. By moving the building north any future parking In the back wculd be reached by driving along the north side of the building towards the industrial area instead of the south towards the residential area. Moving the garage door to the side would enhance the appearance of the building from the street in my opinion. ArTION: Council c. 29th Avenue Street Improvement Committee Report. 1 have had no communication with the committee. ACT 101!: Council 8. New Business a. Recap of th<, status of employee health and life Insurance cost for 1976. 1 believe Jim.°s memo explains the insurance situation quite well . ACTION: Recommend we stay with the Hennepin County group and go to Western Life Insurance Company. 9. Commainications & Petitions a. Contract for Section 8 Housing & Assistance Payments Program. Jim has been working the Metro Council and Larry Vickrey and I believe has most of • the objections Lam had to the agreement taken care of. AC-i UTI: Recoiragend approval . 2 b. Hennepin County re: Assessment ratio. The attached letter is informat- ional but I feel it shows we have been doing an excellent job of keeping our values in line as the law requires. ACTION: File c. Association of Metro Municipalities regarding Lord vacancy. -informational . d. League of Minr+esota Municipalities regarding local 320 arbitration award. Local 320 doesn't represent our police department and this arbitration decis- ion deals with only police departments batt the decision does effect what we will be paying our pol !ce department. In addition 320 does represent our fire departm3n.t. Because of the direct and indirect effect this couid have upon us and our future !inion negotiations I would recommend we agree to participate in the action. The cost would be well below $200. ACTION: Recommend approval . e. U.S. Post Office regardin,.; designation c,f commu:ilty and zip code. We received the enclosed letter this week from the postmaster. ACT i QN: Council • f. Rerairider. .Meet Ing November 19th 7:30 Wilshire Park regarding re- construction of County Road D-Informational . 10. Reports a. City trees-Informational b. Fire & Police Reports-Please call if you have any questions. H . Reports by Mayor, Manager & Council a. Repot by Tanager regarding bus stops. I talked to the MTC last week and they indicated they were still processing requests and would be in contact with the city in two or three weeks. b. Calendar Survey REport-Results enclosed. It appears that the residents surveyed are almost equally divided on the question of whether there should be calendar- issued and if there is a need for better communications. ACTION: Crunci 1 c. City Manager and Architect regarding bids received for remodeling Parkview for civic center. Enclosed is a laid tabiflation. You will note that the lEow bid is apnrox:mately double the original estimate for the work. We have met with the low bidder and discussed his bid and have determined that little could be saved unless we redesign the remodeling. We will have some drawings of possible redesigns available at the meeting. I might comment that the low • bidder indicated that he was not surprised to see the bid and the estimate be as far apart as they are. He indicated this is quite ccnimon with todays coed itIonS S.
