a. County Road Maintenance AgreementThe enclosed agreement provides for
Hennepin County to pay the city for routine winter maintenance of the
Hennepin County roads in St. Anthony. The amount is $200 more than last
year.
ACTION: Recommend approval .
• 8. Plew Business
a. Discuss moving Ramsey County polling place to Emlri-W d Park Shelter
Bldg. instead of Apache Plaza. The location we have in Apache is poor
at best. It is cold, drafty and parking is difficult most of the time.
believe the Emerald Park Shelter building would take care of the above
problems and would not create any new ones.
ACTION: Recommend council designate Emerald Park shelter building as
Ramsey County polling place.
b. Discussion of car shelter on 29th Avenue M.E. Owner Jim Marinan.
Structure in setback. Mr. Marinan has erected a structure consisting of
pipe and black plastic in front of his garage to house an automobile.
Technically the framework would classify the shelter as a structure and
structures should not be in the front yard setback area although our
ordinance is somewhat vague on this point. By removing the framework
and just putting the plastic out over an auto he could accomplish the
same thing and be legal . One of Mr. Marinan's neighbors on 29th Avenue
has complained about the structure.
ACTION: Would the Council like me to direct Mr. Marinan to remove the
structure or ignore it for the winter.
9. Communications & Petitions
a. Hennepin County re: Adult Corrections Facility. The attached letter
and information was sent out by Hennepin County at my request after they
decided to raise the rate we pay for their housing our prisoners. In
the long run we will benefit from the increased rate in that Minneapolis
will be paying their fair share for a change. If the county picked up
the deficit for the workhouse as a mill levy we would again be

subsidizing Minneapolis. It is impossible to determine what impact this
• will have on our budget as we have no way of determining how many prisoners
we will have in the workhcu,,e. Our costs in recent years have normally
been under $500 per year 00U.gh.

h. Dorsey Firm regarding property at 3640-44 Silver Lake Road. Hopefully
this letter of agreement will take care of the problem.

c. Ramsey County regarding pedestrian bridge. This letter from Mr.
Anklan is in response to my letter ,-requesting that a bridge be installed.
One approach we might take is to request that they budget for and install
the bridge in 1977 along with the bikeways and the improvement: of County
Road D. They would have time to budget for it and the work could be done
in conjunction with County Road D.
They will need the bridge to link up their bikeway with New Brighton
anyway.

d. List of prospective members of committee to study sewer backup problems.
Attached please find the list of people who signed up at our 11/18/75 meet-
ing for the committee the Council voted to establish. I wonder if it
would be appropriate to appoint a member of the Planning Commission to
the committee, possibly as chairman.

e. Letter from Hennepin County regarding Community Development Block
Grant Program. Attached is the letter, a block agreement and minutes of
a meeting attended recently regarding this program. If we decide to
join this year the total amount we could qualify for would be less than
$10,000 according to their old formula and they discussed changing the
formula in a manner that would mean we would probably get less.
I would estimate that approximately one-fourth to one-half of the total
money we would receive would be expended to administer the appiication,etc.
If we join the joint powers group we wouldn't necessarily have to apply
for a grant or spend any money at this time but we always could and the
group would have the total grant amount available increased because of
our added population , etc.
f. YMCA regarding Xmas Tree Lot. Letter enclosed.
ACTION: Recommend approval as we have had no problems with the Y in
the past.
• 10. Reports
a. Report on Cost of Storm Drain on 39th (Barrett Property) Attached is
a report from Larry Hamer, Public 14orks Supt. regarding the cost of the
drain we put in up "north of 39th Avenue to alleviate the ponding problem

a. Discussion of !later Project 1974-1 . City Engineer, Ice Comstock,
will bring us up to date on the project and wants the Council to
provide him with direction regarding the liquidated damages.
