• A. Resolution 77-001 - This resolution authorizes the submission
of the Year III Community Development Block Grant Application
to Hennepin County. The application and a memo are enclosed.
ACTION: Recommend Approval.

8 . New Business
A. Price quotations for backhoe unit. The Public Works Superin-
tendent' s recommendation is to award the order to Carlson
Tractor and Equipment Company, to be financed from the sale _
of the fire truck and/or water utility fund. The new unit
will replace one in very poor condition.
ACTION: Recommend approval of purchase from Carlson Company.
9 . Communication/Petitions
A. Rich Rymarchick and Ken Hiebel regarding temporary beer license
for a June softball tournament. Mr. Rymarchick and Mr. Hiebel
are to present their request at the meeting.
ACTION: Council.
B. Letter from Ruth Welch regarding a possible "camp-in" of C.B.
buffs at Apache Plaza. Mr. Phil Dahlen, local coordinator, is
to be present.

C. Letter from George M. Hansen Company, C.P.A. 's regarding
disclosure of the scope of their audit for their liability
insurance coverage.
ACTION: Recommend Manager be authorized to sign acknowledge-
ment letter.
D. Letter from Hennepin County Attorney regarding a proposed
public forum on the criminal justice system which could be
offered to City residents.
ACTION: Council.
E. Letter from Father Kittock regarding request for a beer license
at their parish Mardi Gras on 2/20/77 .
ACTION: Council.
F. Letter from State Senator Humphrey regarding deadline for
consideration of bills from Hennepin County. -
ACTION: File
. G. Annual Congressional/City Conference, 3/6-8/77, by the N.L.C.

H. Letter of appreciation from Stella Alfuth for diseased tree '
removal assistance payment.

A. Treasurer's investment report. Interest earnings have de- I
clined since 1974 largely because of the decline in the prime
interest rate.
