A. Resolution 77-016 . A resolution relating to the endorsement
of State Financing for certain features of 911 emergency
• telephone systems. (Memo attached from Hennepin County)
ACTION: Recommend approval so the City isn 't faced with
ungoing costs for operation of 911 related systems .
B. Resolution 77-017. A resolution authorizing submission of
the City of St. Anthony revised grant application to Hennepin
County for inclusion in the Urban Hennepin County Community
Development Block Grant Application, in accord with the
Housing and Community Development Act of 1974 .
ACTION: Recommend approval to take advantage of increased
funds alloted.
C. Licensing Ordinance. Attached find an ordinance re: licensing
prepared by the City Attorney. I have discussed the Council 's
consideration of this ordinance with Jim Fornell and Larry
Vickrey and the attached memo highlighting concerns about the
ordinance.
ACTION: Recommend approval.
D. An Ordinance relating to licensing of bicycles . Ordinance
attached. I feel we should have some type of ordinance to aid
in recovery and return of bicycles.

• 7. Old Business
A. Sewer Rate Revision. Memo from Jim Fornell to Manager, Mayor
and Council. Letter from MWCC to Jim Fornell. I feel Jim
has done a good job of analyzing our present situation and
concern with his recommendation re: the new rate. There are
some problems under our system with meter readings, etc. , but
I feel the advantages out weigh them. The Public Works
Superintendent and myself will be evaluating the use of remote
readers in the future.
ACTION: Recommend approval of Ordinance as Jim has revised
it.
8. New Business
A. Attached is a draft of proposed permit form, rules, fees, etc. ,
for holding of softball tournaments. I have provided a copy
of this to the group presently requesting permission and
expect they will be present to discuss. I feel the fees, re-
quirements, etc. , are minimal and will prevent problems other
communities had before adopting similar rules.
ACTION: Recommend approval .
• 9 . Communication/Petitions
A. Letter from Senator Robert Benedict re: bill to put moratorium
on taxing of all home improvements . Letter and Bill attached.
I discussed the Bill with Vern Peterson, Executive Director of
the AMM and he expressed many of the same concerns I have about
the Bill and indicated that the AMM would prefer to see the
legislature offer those making repairs relief through income
tax rebates, etc. , instead of complicating the property tax
system further. The Bill would also provide inequities for
those who already have made repairs of built features such as
garages into their home.
ACTION: Recommend we take no action on the Bill but send
a letter to Senator Benedict under Mayor Miedtke 's
signature explaining why we won't support.
B. LMC requesting payment for labor relations subscriber services
($750 .00) This fee for this service is the same as for the
last several years and we are receiving more than our money's
worth of service I feel.
ACTION: Recommend approval .
C. Suburban Rate Authority Requesting Payment of $150 .00 . We have
• discontinued membership sometime next year but are obligated
to pay this according to the Joint Powers Agreement Creating
• the SRA. I doubt they would sue if we didn't pay but tech-
nically we are obligated.
ACTION: Council.
D. AMM - Model Ordinance and Resolution relating to licensing
of persons engaged as a business in tree removal or treatment.
To date we have had no complaints regarding these types of
business in St. Anthony therefore question the need for an
ordinance. The resolution would be helpful I feel but I
question whether there would be any degree of compliance.
ACTION: Council.
E. Memo from Jim Fornell to Mayor, Manager and Council re:
Employee Assistance Program. I concur with Jim's recommenda-
tion. I have discussed the program briefly with School Dis-
trict 282 regarding the possibility of some sort of cooperative
effort. However, it seemed like it might be a while before
they proceed so I feel we should get started and attempt to
coordinate our efforts with them as we go along.
ACTION: Council.
F. Letter from City of Brooklyn Park and Resolution requesting
• expansion of the local government fiscal study by the State
Planning Agency. Letter and Resolution attached.
ACTION: Recommend we adopt a similar resolution.
G. Bids for repair of Well #4 Pump and High Service Pumps . I
concur with Mr. Hamer 's recommendation.
ACTION: Recommend approval .
H. North Memorial Medical Center patients for the month of January.

I. Letter from World Citizens Inc. Letter attached. Ordinance
955 of the City prohibits activities such as the letter.
ACTION: Council.
J. Metro Council - Public Hearing being held on March 16 , 1977
re: adoption of rules governing the review of proposed matters
of Metro significance. Informational.
K. City of Brooklyn Center - Regarding SAC lawsuit. We did agree
to enter into the suit and appeal and should pay this bill
• for the costs of the appeal.
• ACTION: Recommend approval.
L. Board of Review meeting has been scheduled for May 12 , 1977
at 7 : 30 P.M.
