• A. Parking Ordinance 1977004 . Attached is a memo from Jim
Fornell to Council re: this ordinance. This is the same
ordinance we amended approximately 1 year ago. The Police
Department has requested that it be amended again.
ACTION: Recommend Approval.
B. Resolution 77-021. Resolution modifying the 1977 Budget.
Adoption of this resolution will provide for transfer of
funds from the Council 's Contingency and Liquor Funds to
the Finance and Accounting Budget for uniform allowances
for the Clerical Staff.
ACTION: Recommend Approval.
C. Resolution 77022. Approving Lease of Public Safety Radio
Communication Equipment from Hennepin County. The lease
covers all of our police and fire radio equipment.
ACTION: Recommend Approval.
D. Resolution 77!023. Relating to the Apportionment of Special
Assessments for Local Improvements. Resolution attached.
This resolution is necessary so Ramsey County will continue
to collect the assessments on the property.

• 7. Old Business
A. Discussion of installing pathway around Holding Pond. At
the last meeting the Council requested a cost estimate.
Estimate is attached. The staff has submitted an application
for three CETA positions to complete this project. If the
application is approved the labor costs for the pathway would
be reduced substantially. I have sent a letter to the City
of New Brighton informing them we are again considering this
project.
ACTION: Council.
8. New Business
A. Presentation of Honorary Citizenship to AFS Student Emilio
Garcia. Emilio has been invited to be present along with
his St. Anthony Parents.
9 . Communications/Petitions
A. North Memorial Medical Center. Patients for Month of Febru-
ary. Informational.
ACTION: File
B. Twin City Federal re: 10 foot easement request. I have dis-
cussed this with the Public Works Superintendent and he
feels we should put the walk behind the curb in this area
because of our bad experience with Ramsey County winging all
their snow back on our walk on the west side. We wouldn' t
need the easement if we do that.
ACTION: Recommend we drop the request for the easement.
C. Letter from Ruth Welch, General Manager of Apache, re: waiving
requirements of the ordinance covering trailers and campers
for overnight camping. Apache merchants have indicated to
me that they really need promotions of this nature.
ACTION: Council.
D. Letter from City of Brooklyn Park re: inaccurate statement
in recent resolution sent to us concerning Mpls./St. Paul
study. Informational.
ACTION: File.
E. Letter from Representative John Sarna re: H.F. 448. I wrote
to Representative Sarna requesting support of a bill making
changes that are in H.F. 448 .
ACTION: File.

F. Letter from Unimark - McDonald, Inc. , re: application for
insurance. When we discussed public officals liability
insurance recently the Council requested that I talk to
The AMM and LMC re: joint insurance program for many com-
munities. I did and they are considering this but have
taken no action. In the meantime though, I determined that
the NLC and ICMA have started a program that is handled by
Unimark - McDonald. I sent in a application and the pre-
mium would be as indicated which is more than Alexander &
Alexander quoted to us.
ACTION: Council.
G. Letter from Hennepin County Criminal Justice Council,
letter attached. If anyone on the Council is interested
in serving on the HCCJC we should submit their name.
ACTION:- Council. -H. Letter (copy) which was sent to Mr. Dick Pederson, Adjuster
for American Insurance Company, from Mrs . J.A. Wagner. I
have sent a letter to Mr. Pederson requesting information
on why the claim hasn't been settled.
