A. Discussion regarding pathway around holding pond. Notices
have been delivered to residents in St. Anthony and mailed
to New Brighton residents with property adjacent to the
• holding pond. In addition, stakes were placed to indicate
approximately where the City of St. Anthony Property line
is located. Larry Hamer, Superintendent of Public Works
and myself have toured the site and feel that the pathway
is feasible, although there will be some problems where the
bank is rather steep on the north end and along the east
side where there are some problems with soil stability. We
have also reconsidered our earlier proposal for a bridge
below the inlet and would plan to put a walkway over the top
of it with some protective fencing. There will be some
ongoing maintenance costs as the chips deteriorate etc.
ACTION: Council.
B. Metro Transit Commission regarding proposed construction of
Bus Shelter. I have written to Mr. Schumi indicating ap-
proval of the location and installation.
ACTION: File.
8. New Business
' A. Maintenance Agreement between City and Ramsey County. At-
tached is the agreement that will provide for reimbursing the
City for sweeping Silver Lane.
ACTION: Recommend Approval.
• 9 . Communications and Petitions
A. League of Minnesota Cities nominations for officers and
directors. Informational unless the Council has nominations
in mind.
ACTION: Council
B. St. Anthony Village Post 513 regarding parade on June 18th.
We have had no problems with parades in the past.
ACTION: Recommend Approval.
C. Hennepin County Alcohol Safety Action Project Special Legis-
lative Bulletin. I would recommend that we oppose this bill
as now structured. Minnesota presently has the highest
liquor tax in the nation and I feel that some of the revenue
already collected should be used for purposes such as the
bill proposes instead of adding further taxes to liquor.
Additional taxes on liquor will, I feel, hurt our liquor busi-
ness, and tourism in Minnesota.
ACTION: Recommend we support the bill but without
additional taxes.
D. Presentation of Jaycees Distinguished Service Award by
• Councilman Sauer.
E. Letter of Resignation from Chief Brown. I feel the Council
should accept the resignation and move to present Chief
Brown with a certificate of commendation for his many years
of fine service to the City and its residents.
ACTION: Council.
F. Request by Apache Corporation that the City accept as a City
street the service road located just east of the Firestone
Building. I have had contact with Apache Corporation regard-
ing this request and they indicated they would put it in
writing for the meeting however, I have not received it. I
have reviewed the request with the public works superintendent
and he recommends we don't accept it. I see no advantage to
the City to take it over.
ACTION: Recommend denial.
G. Metro Parks and Open Space Committee, informational.
ACTION: Council.
H. State of Minnesota Department of Transportation. The attached
agreement provides for reimbursement for the City for main-
tenance of 29th while it was used for a detour for T.H. 8.
ACTION: Recommend Approval.
