ANTHONY COUNCIL AGENDA April 26 , 1977 1. Call to Order 2. Roll Call 3 . Council Minutes A. 4/12/77 4. Council Board Reports A. Planning Board Minutes 4/19/77 5. Public Hearings 6. Ordinances & Resolutions A. Ordinance 1977-004 . Ordinance relating to Land Use, amending the city zoning map as adopted by section 300 of the 1973 Code of Ordinances of the City of St. Anthony. This ordinance will accomplish the rezoning the Council approved on Foss Road. ACTION: Recommend Approval. B. Ordinance 1977-005, Licensing of cigarette sales. This ordin- ance will accomplish the change in the expiration of the cigarette license as we approved earlier. ACTION: Recommend Approval. C. Resolution 77-024. Resolution Transferring CETA Monies received to Payroll, pensions and insurance accounts . This resolution will allow the treasurer to transfer monies received to the proper accounts . ACTION: Recommend Approval. D. Resolution 77-025. A Resolution modifying the 1977 Budget. This resolution will transfer receipts from the pop machines in the warming houses into the park department where the funds for the pop were dispersed from. ACTION: Recommend Approval. • 7 . Old Business A. Letter and resolution from The City of New Brighton - Walkway around Mirror Lake. ACTION: Council 8. New Business 9 . Communications/Petitions A. League of Minnesota Cities - H.F. 805 Amending the Public Employment Labor Relations Act. I have already sent a letter to our legislators requesting them to vote against this bill. ACTION: Informational. B. North Memorial Medical Center - Patients in community. ACTION: File C. Letter from St. Anthony Post 51.3 requesting parking of campers overnight in the City. A representative of the Legion will be in attendance to answer questions . Attached you will find Chapter 435 of the Ordinance book and a section of the Zoning • Ordinance that appear to conflict. However, the Ordinance book indicates where ordinances conflict the stricter shall apply and I feel Chapter 435 is stricter in that it establishes several conditions that must be met. It appears to me that we could gratn a permit if they meet our conditions. I feel we should amend these ordinances in the future though, so we don't have any conflict and eliminate confusion. ACTION: Council. D. Discussion of moving May 24th Council Meeting to May 31st. The committee organizing the testimonial for Ed Brown could only get the facilities desired on May 24th so they scheduled it for that evening. The Council, myself and other staff members will be invited so I would recommend that we move our Council Meeting to May 31st. ACTION: Council. E. Discussion with Legislators. They have been invited to the 4/26/77 meeting to discuss legislative concerns with us. I would recommend that you have house or senate file numbers of any bills except major ones like the tax bill that we want them to look into. 10. Reports A. Monthly Fire Department Report, March . ACTION: File 10A. Reports by Mayor, Manager & Councilmen 11. Licenses ACTION: All Verified, Recommend Approval. 12. Verified Claims ACTION: Recommend Approval. 13. Payments A.
