Ordinance 1977-007 Repealing Section 453 of the 1973 Code of Ordinances relating to tourist and trailer camps. The City Attorney and I have reviewed this ordinance and believe • it should be repealed. It presently is not, nor has it been enforced for many years and doesn't really apply to todays situation. ACTION: Council B. Ordinance 1977-008 relating to possession and consumption of liquor in parks. The City Attorney has drafted the attached ordinance as the Council requested. The Police Department as well as numerous citizens have requested this ordinance to help curtail unruly behavior and vandalism in our parks. ACTION: Recommend we waive reading ordinance, adopt. C. Ordinance 1977-009 relating to noise in residential areas. The attached ordinance has been requested by the Police De- partment and I believe will help them control unruly behavior at parties etc. ACTION: Recommend Approval. D. Ordinance 1977-010 amending the Zoning Ordinance as it per- tains to variances. This ordinance change will delete the requirement that we publish all variance notices . The notices ® will still be sent to all property owners within 200 feet. There will be considerable cost savings to the City in the future. • ACTION: Recommend Approval. E. Ordinance 1977-011 relating to restriction on the use of trucks on City streets . This ordinance will bring our ordinance regarding use of pickups on St. Anthony Boulevard into conformity with the Park Board Minneapolis Ordinance. ACTION: Recommend Approval. F. Resolution 77-030. Resolution modifying the 1977 Budget. The attached resolution will allow the transfer of existing reserves to pay for Well repairs that were found necessary : and exceeded budgeted funds. ACTION: Recommend Approval. 7. Old Business A. Discussion of Wind Screens for tennis courts. Councilman Sundland requested that this be on the Agenda again. As I mentioned before, this expenditure is not budgeted for. In addition, Ifeel quite strongly that the screens would be ruined by vandals in short order. We have had extensive damage in the parks recently and the tennis nets and support cables have been damaged repeatedly by persons tightening them too tight with the new tighteners we installed this spring. • ACTION: Council. Letter from Satellite regarding Legion - Letter attached. Informational. 8 . New Business 9. Communications & Petitions A. Memo from Jerry Dulgar regarding Improvement of County Roads "C" and "D" . Informational. B. Skycroft/Maplewood problem. Attached please find copies of (1) A copy of the petition received requesting cul-de-sacs or closing of Skycroft Drive and Maplewood. (2) A copy of a petition that will be presented at the meeting approving the closing of Skycroft Drive and Maplewood. (3) A June 9 , 1977 letter from Chief of Police Donald Hickerson to me regarding the problems in this area (4) A letter from City Attorney, Larry Vickrey regarding Misdemeanor Arrests and prosecutions . • (2) i t • (5) A letter from the City Engineer 's Office regarding engineering considerations involved if cul-de-sacs are to be installed. (6) A brief memo from the Superintendent of Public Works regarding closing off Skycroft Drive and Maplewood Drive, traffic counts on Skycrof t Drive and Maplewood Drive and traffic counts on other City streets. (7) An article by A.R. Turturici published in Public Works magazine regarding speed curtailing bumps . (8) By Council meeting I expect to have a report from the Police Department regarding speed checks they have run in the Skycroft/Maplewood area, a letter Chief Hickerson proposes to send to the residents in the area, a letter from the City of Minneapolis regarding their experience with blocking off streets , a letter from School District #282 regarding their position on blocking off the streets in question and a preliminary orgin and destination study for the area. (9) Memo from Jerry Dulgar, City Manager, to Council regarding problem in Skycroft/Maplewood area. C. Memo from North Memorial Medical Center regarding patients for month of May. Informational. ACTION: File. D. Softball rules and regulations, application, etc. Attached are the above as revised by the Community Services staff and City staff. Informational. • ACTION: Recommend Approval. E. Metro Council - Preliminary draft of system statement, Applica- tion Award and Disbursement Guidelines. Information attached. Staff is preparing data requested regarding systems statement. Recommend we contract with professional planner to complete application for grant and prepare compensation plan. ACTION: Council. 10. Reports A.
