A. Resolution 77-031 Requesting and authorizing Metro Council
Housing and Redevelopment authority to apply for rehabilitation
grant funds for implementation of the home improvement grant
program within the City of St. Anthony. Memo attached.
ACTION: Recommend Approval.
B. Resolution 77-032 A Resolution transferring- Ceta monies received
• to Payroll, Pensions and Insurance Accounts. Resolution attached.
ACTION: Recommend Approval.
C. Ordinance 1977-007 - Second reading, attached.

7. Old Business
A. Concept Development Plan for P.U.D. for Lots 10-16 , Block 6,
Mounds View Acres. Information attached.
ACTION: Council should either approve or reject although
modifications can be made.
8. New Business
A. Chemical Dependency Committee Report. Report attached. Council-
man Stauffer and other members of the committee will be present
to discuss.

• 9 . Communications/Petitions
A. Letter from Larry Vickrey, City Attorney re: Chapter 182 of
the 1977 Minnesota Session Laws - Informational.
ACTION: File.
B. Letter from State of Minnesota re: 1977-78 Levy limit base
per capita. The City will be able to increase our levy limit
base by over $75, 000. 00. Because or our need for these funds
I recommend that we apply immediately. As the letter indicates
we will still be eligible to take the 10% increase with the
reverse referendum possibility if we need it in either 1977 or
1978.
ACTION: Recommend Approval.
C. Memo from Bill Budolfson, Senior Citizen Committee and Jim
Fornell re: proposed Senior Citizens Center. I feel some of
the estimates are low but there should be adequate funds for
the project.
ACTION: Recommend Approval.
D. Letter from AMM re: Annual Report - Informational.
ACTION: File.
• E. Discussion of taking action to convince Minneapolis to remove
deal Elm trees in St. Anthony. The Minneapolis Park Board
has numerous dead and dying Elm trees on Stinson Boulevard and
Gross Golf Course in the City of St. Anthony. Staff members
have contacted them and requested that the trees be marked and
removed. Most of these have not been and Minneapolis staffers
contacted by phone and letter have refused or neglected to even
acknowledge the letters or calls . We even offered to mark
the trees if they were too busy and received no response. I
would recommend that a letter go from the Mayor to the Minneapolis
Council with a carbon copy to the Minnesota Department of
Agriculture.

F. Memo from Jim Fornell re: Monument or ground signs. Memo
attached.
ACTION: Council.
G. Memo from Jim Fornell re: C.D.B.G. Tennis Court Construction
Eligibility. I concur with Jim' s recommendation that we try to
use our CD grant for the courts. In addition though, I would
recommend that we apply for state funds for a volleyball court.
• Outdoor volleyball courts are popular with young people and
there are several locations where we would have room.
