6 . Ordinances and Resolutions
A. Resolution 77-033 - A Resolution Modifying the 1977 Budget.
The resolution will increase the appropriation to expenditure
account 425-33 to reflect additional revenue received from
organizations using our gas pumps on a cost plus basis.
ACTION: Recommend Approval.
• B. Resolution 77-034 - A Resolution Terminating Fund No. 55 and
Transferring the Money Therein to the General Fund Reserve.
The resolution will transfer the existing funds and receivables
in Fund No. 55 to the General Fund reserve.
ACTION: Recommend approval .
C. Handicapped Parking Ordinance. Enclosed are ordinances from
three other municipalities. I suggest the Council give the
City Attorney some direction for the preparation of the City's
ordinance.
ACTION: Review and advise.
7. Old Business
A. State of Minnesota - Levy Limit increase.
ACTION: File, informational.
8. New Business - None
9 . Communications and Petitions
A. Memo from Hennepin County re: tax forfeit land in the City. The
City can acquire the land for public use purposes, if desired.
Because the parcel is land-locked, I don 't see any advantage
in the City acquiring it.
• ACTION: Recommend approving the resolution authorizing
public sale.

• B. Letter from wil Johnson announcing his resignation from the
Planning Board.
ACTION: Council.
C. League of Minnesota Cities Membership Dues .
ACTION: Recommend approval.
D. Association of Metropolitan Municipalities seminar on levy
limits. I intend to attend, if you wish to go please let me
know by noon, July 27th.
ACTION: Reservations requested.
E. Letter from Larry Vickrey re: Barb Davidson lawsuit settlement.
I recommend the checks be paid from the Council' s contingency.
ACTION: Recommend making the payments and directing staff
to update the personnel ordinance and practices,
subject to Council review. The Council 's contengency
had a 6/30/77 balance of $8, 401. 31.
F. North Memorial Hospital re: nursing visits for the month
of June.
• ACTION: Informational, file.
G. Letter from Bruce Vento re: J. Dulgar's participation in the
E.D.A. seminar.
ACTION: Informational, file.
H. Richard Carlson re: land garbage trucks in the City early in
the morning. Mr. Carlson contacted me regarding this problem
and possible remedies. He is to appear before the Council.
ACTION: Council.
I. State of Minnesota Department of Revenue re: levy limit increase.
ACTION: Informational, file.
10. Reports
A. Larry Hamer re: discharge permit for backwashing the water
treatment plant. The P.C.A. may change the standards of the
discharge permit.
ACTION: Take no action until we receive a directive in
writing from the P.C.A.

below state specifications.

AGENDA ADDITION
• 7/26/77 MEETING
10A. Tennis Court construction. Councilman Haik, with a little assistance
from me, was able to persuade the "Dowers that be", primarily Hennepin
County, to allow the City to spend Community Development Block Grant
funds in Ramsey County. We are to receive written confirmation of
that from the County Administrator soon. This option should solve
several problems relating to tennis court construction.
The Public Works Superintendent says there is room for two courts
at the S.E. corner of Emerald Park. Consequently we could possibly
construct there. I think that that census tract has a large enough
percentage of low and moderate income households to qualify as an
eligible area. Also, by constructing there we could avoid some of
the wind problems that tend to plague Central Park courts.
