7. Old Business
A. Letter from Hennepin County Library regarding their decision
to retain their present location. I would suggest directing
the Acting City Manager to advertise the space or investigate
the feasibility of listing the property for lease with a
realtor or property management company.

8. New Business
A. Memo from Jim Fornell regarding the use of Public Works equip-
ment by private parties.
ACTION: Review and Direct
9 . Communications/Petitions
A. Letter from G. M. Hanson Company, City auditor. I believe that
the Council is aware of several of the auditor' s concerns and
I believe we will address many of them either before the 1978
budget is adopted or during the proposed review of the financial
situation of the City after the first of the year.
ACTION: Discuss and File
B. Animal Humane Society request for funding. Due to our own
budgetary problems, I recommend that the City not make a contri-
bution.
ACTION: Council
C. North Suburban Developmental Achievement Center, Inc. As you
are aware, the City declined to assist in the funding of the
Center in 1977. While there are two individuals receiving
assistance, I still feel this also cannot be funded due to
our budget situation. The Council could table action on the
request until we look at the 1978 budget figures in September.

D. Letter from Richard Hara expressing interest in purchasing
the land on the southwest corner of Old Highway 8 and 33rd
Avenue N.E. Memo enclosed.
ACTION: Consider authorizing public sale
E. Letter from T. M. Kramer, Assistant City Engineer, City of
Roseville regarding designating Highcrest Road as an M.S.A.
road. The District State Engineer informed Public Works
Superintendent Hamer that there is sufficient mileage to so
designate. I advise doing so because improving that street
would relieve the City of providing supplemental maintenance
services.
ACTION: Council. If M. S.A. designation is desired, the
attached resolution should be adopted.
F. Letter from R. D. Dircks regarding easement problem. Memo
. enclosed.
ACTION: Recommend vacating the present easement upon
gaining the necessary new easement and subject
to N.S.P. ' s approval.
